Introduction

The EU-PH Partnership for Green Economy in the Philippines (GEPP): Green LGUs Project aims to strengthen the circular economy capabilities of LGUs by integrating innovation, private sector engagement, and civil society participation, with a strong focus on youth and gender equality. Led by the Department of Environment and Natural Resources (DENR) and funded by the European Union (EU), the EUR 60 million GEPP program supports the Philippines' transition to a circular economy by reducing waste, improving energy efficiency, and increasing renewable energy use. The Green LGUs Project, implemented by UNDP with the Department of the Interior and Local Government (DILG), focuses on enabling policies, financing, capacity building, and behavioral change to advance local circular economy initiatives.

 

The project directly supports 20 Tier 1 LGUs and provides targeted assistance to an additional 40 LGUs. The first batch of 10 Tier 1 LGUs has already undertaken participatory workshops to analyze circular economy entry points, prioritize interventions, and develop sectoral CE portfolios focusing on plastics, organics, and tourism. These portfolios include essential technologies, equipment, vehicles, and infrastructure—ranging from conventional to innovative solutions.

 

In this context, UNDP will procure various waste-collection vehicles with emission improvements, prioritizing their use in compliance with the Sustainable Development Goals (SDGs) to reduce carbon footprints and achieve climate action sustainability targets. The targeted vehicles range from tricycles to 8.5-ton trucks designed to support segregated waste collection in LGUs. These vehicles will enhance the efficiency and sustainability of local waste management systems, ensuring alignment with the EUGEPP framework. This intervention directly contributes to GEPP’s objective of strengthening LGUs’ capacities in circular waste management, fostering an inclusive and sustainable transition toward a circular economy. By integrating these vehicles into waste collection systems, LGUs can significantly reduce emissions, improve operational efficiency, and advance their commitment to sustainable development.

 

In this light, an EoI is being conducted to check the market’s viability with the specifications, scout prospective suppliers, and assess their capacities. This research will aid procurement and project planning  in preparation for the actual solicitation process, ensuring cost-effective, high-quality solutions that align with LGU needs and the circular economy framework. By leveraging market insights, UNDP aims to achieve the best value for money while promoting sustainable procurement practices.
