Introduction
i. The Clean Cooking Programme supports the implementation of Tanzania’s National Clean Cooking Strategy (2024–2034). The initiative aims to raise public awareness, encourage adoption of clean cooking solutions, and promote sustainable behavioral change. The vendor is required to ensure active consultation with UNCDF and involvement of other stakeholders including the MOE during the awareness campaign.
This TOR focuses on engaging a firm to design and execute effective Media Engagement and Public Awareness Campaigns. The potential firm will be hired mainly to:
a) Raise public awareness on the importance of clean cooking solutions with emphasis on health, environmental, financial, and other socio-economic benefits.
b) Develop and execute a multimedia communication strategy that promotes public awareness on clean cooking and strengthen media engagement on clean cooking.
c) Strengthen partnerships with media to amplify clean cooking messaging and increase public engagement.
The assignment aims to perform the activities below:
a) Support and compliment government initiatives in line with the National Clean Cooking Strategy (2024-2034), including the implementation of the National Clean Cooking Communication Strategy.
b) Mapping of potential media houses as key partners for collaboration in the clean cooking campaign.
c) Design and execute an intensive cost-efficient nationwide awareness campaign on clean cooking solutions using multiple communication channels with a target audience, develop content, and identification of key messages.
d) Development and implementation of Media Engagement Strategy for different key stakeholders. This should include a detailed implementation plan for each media type and delivery models reflecting programme requirements.
e) Promote adoption of common definition and understanding of the clean cooking agenda among key actors and the public.
f) Organize media engagement campaigns including series of media discussions, public rallies, and other engagement channels to educate the public.
g) Strengthen strategic partnerships with media to ensure effective reporting, public awareness, and behavioral change.
h) Develop key messages across different media at national and community level.
i) Deliver a cohesive campaign strategy for maximum impact.
j) Regularly report progress to Programme Manager and stakeholders.
