Introduction :

As governments take urgent action to address COVID-19 and its related impacts, there is an unprecedented opportunity to accelerate transition to green and resilient economies that keeps warming below 1.5oC, while also advancing the goal of more equitable and inclusive societies. COVID-19 only adds complexities to the fight against climate change, laying bare the structural inequalities and vulnerabilities of societies who are not fully prepared to address global crises.  At the same time, the response to the pandemic through large-scale investments to jumpstart economies will provide an opportunity to invest in a cleaner and more resilient future. According to the IMF, around US $11 trillion of global fiscal support has already been committed to support COVID-19 response and recovery. Countries are now looking to prepare another round of stimulus packages to avert a deeper recession and prepare for long-term recovery.

The main objective of this assignment is to develop the design, bill of quantities (BOQ), and implementation plan for a small-scale flashflood mitigation/stormwater bioretention pilot project that builds on UN-Habitat’s Flood Hazard Mapping Atlas, as well as support in the tendering of the construction works and lead the supervision of the work on the ground. The design will be used by UNDP to implement the flood mitigation/stormwater bioretention pilot on the ground, aiming to reduce the impact of flash floods on the city of Amman, and increase adaptation through water harvesting, especially as more priority locations for interventions identified by UN-Habitat are addressed by GAM and development partners in the future.
