Introduction
The main objective of this assignment is to engage a qualified contractor to design, develop, and maintain a Citizens’ Portal that aligns with the Government’s digital transformation goals. The platform will:
- Serve as a single access point for citizens to interact with government services.
- Provide comprehensive and up-to-date information on digital services.
- Ensure accessibility for all users, including persons with disabilities.
SCOPE OF WORK:
The selected contractor will undertake the following tasks:
1. System Design and Development:
- Develop a responsive and user-friendly Citizens’ Portal integrating essential public services in line with GovStack PAERA - Princípios de Arquitetura para e-Gov1
- Ensure compliance with accessibility standards for persons with disabilities.
- Include a robust backend for data management and reporting.
2.Hosting and Infrastructure:
- Provide hosting services with high availability, security, and scalability.
- Propose a transitional plan for migration to the National Data Centre when established.
3.Training and Documentation:
- Train designated government personnel in system usage and administration.
- Develop comprehensive user manuals and technical documentation.
Maintenance and Support:
- Offer a one-year post-launch maintenance plan, including software updates and technical support.
- Provide a Service Level Agreement (SLA) outlining response and resolution times.
