Description of the Assignment:  

Background

The Lao PDR Efficiency and Accessibility of Public Services (LEAP) Project (2024–2028) is a UNDP initiative in partnership with the Ministry of Home Affairs (MoHA). The project aims to enhance public service delivery through One Door Service Centers (ODSCs) and strengthen civil society engagement, ensuring more responsive, inclusive, and citizen-centric governance.

As part of its Civil Society Engagement component, the LEAP Project is organizing a two five-day Participatory Action Research (PAR) training for Non-Profit Associations (NPAs) in Lao PDR. This training will equip NPAs with practical PAR skills to support their role as advocates, service providers, and policy influencers. The training will also prepare NPAs to conduct community-driven research that informs public service improvements, with selected participants receiving Low-Value Grants (LVGs) to implement their own PAR projects.

To ensure the effectiveness of the training, UNDP seeks to engage a PAR expert (national or international) with extensive experience in participatory research, governance, and civil society capacity-building to design and deliver training sessions.

Scope of Work

The PAR expert will undertake the following tasks:

Phase 1: Training Preparation (9 Days)

  • Develop a training curriculum, workshop materials, and case studies relevant to PAR
  • Align training content with LEAP’s objectives, focusing on evidence-based research, service delivery improvement, and advocacy.
  • Coordinate with UNDP and MoHA to finalize the training agenda, ensuring coherence with broader project goals and NPA needs. 

Phase 2: Training Delivery (10 Days)

  • Facilitate interactive training sessions in Vientiane and one province (five days each).
  • Conduct technical sessions on PAR methodology, participatory data collection, community engagement, and ethical research practices.
  • Guide NPAs in developing practical research projects related to ODSC service accessibility, policy gaps, and governance improvements.
  • Provide mentoring for NPAs, ensuring clarity on research design and implementation. 

Phase 3: Post-Training Support and Recommendations (1 Day)

  • Provide a post-training report summarizing key takeaways, participant feedback, and recommendations for sustaining NPA engagement in participatory research.
  • Offer technical guidance on the selection criteria for LVG recipients and how their research can best contribute to service delivery reforms.

 

Period of assignment/services  20 working days.
