Tallying Application Enhancements and Support Services
The High National Election Commission (HNEC) is responsible for conducting elections in Libya. A key component of this is the collation and tabulation of election results. The HNEC uses a computerized tabulation process to undertake this task, using custom software for the data entry of results. It also has a bespoke website for the publication of election results.
The HNEC used a custom and open source application at the tally center for previous tabulation processes. Along side it, the HNEC also is piloting a mobile data collection approach for the results forms (based on an existing open source solution). This RFP should cover both systems.
Based on its technical requirements, the HNEC contracted a company to enhance the software. The HNEC and UNDP wishes to engage a firm that will work with the HNEC to expand the functionality of the system. The firm is also expected to, if the HNEC deems it necessary to provide assurance - provide support for operational activities during a tabulation process – with both on-site and remote support options.
Further, the HNEC wishes to ensure that its own developers can make changes if required and that any changes to the code made by either the HNEC or third-party developers are made in a controlled and procedural fashion, under the review and assurance of the firm.
The goal of the HNEC and UNDP is to ensure the open-source system supports accurate and timely tabulations, and that it can be deployed in a secure and reliable fashion. It must be simple to set-up and administer, and be able to be used during an election with all administrative tasks being conducted through the administration interfaces.
