Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to provide consolidate data collection, assessment services, and update study on Blue Economy Scenarios in Viet Nam (hereinafter called the Blue Book 2.0).

Viet Nam has more than 3,260 kilometres of coastline providing great natural capital for economic growth. It has significant potential for onshore and offshore wind energy production which, if developed sustainably, will support energy security and help Viet Nam to meet its carbon neutrality targets by 2050.

Integrated coastal management/marine spatial planning (ICM/ MSP) has been known in Viet Nam since 1995. However, the fragmented sectoral coordination for economic development in Viet Nam’s coastal zones to date has led to widespread land conversion, overuse of natural resources, and pollution, negatively impacting on its natural coastal and marine ecosystems with globally important biodiversity and threatening valuable ecosystem services in exchange for economic growth and livelihoods.

UNDP is implementing the Viet Nam Climate-Smart Coastal Communities (VNCSCC) project supported by Global Affairs Canada (GAC) as part of the Government of Canada’s global climate finance commitment. This project will help improve resilience to climate change of vulnerable coastal communities, particularly women, and enriched marine and coastal biodiversity in Viet Nam. It will be jointly implemented with the MAE and 3 cities/provinces of Hue, Binh Dinh, and Soc Trang between 2024 and 2030.

In light of the above, the United Nations Development Programme (UNDP) in Viet Nam is looking for 01 consulting firm to provide consolidate data collection, assessment services, and update study on Blue Economy Scenarios in Viet Nam (hereinafter called the Blue Book 2.0).

Indicative Blue Book 2.0 structure includes 4 main chapters and should be between 50 to 70 pages. It will include a concise executive summary of no more than 10 key recommendations and strategies taken from the in-depth thematic technical chapters. Additionally, it will be complemented with a 5-page policy paper based on the key findings of the book, linkage between blue economy and spatial planning, strengthening interpretation of marine spatial planning and blue economy, marine management and governance.
