Introduction

UNDP Bhutan invites proposals from the eligible and qualified individuals to carry out the consultancy assignment for Assessment of Climate Induced Loss and Damage (Economic and Non-Economic) Please note that this is applicable to only International consultants/applicants. For your reference please see brief objectives and scope of the assignment. 

OBJECTIVE OF THE ASSIGNMENT

The primary objective of this assessment is to assess the climate-induced economic and non-economic loss and damage in Bhutan. The specific objectives are to:

       Meta/macro analysis: Assess and analyze Bhutan’s Losses and Damages caused by climate change and extreme weather events, identifying vulnerable sectors, regions, and communities to inform one or two high-impact loss and damage analysis.

       In-depth loss and damage data analysis: Identify and quantify both economic and non-economic climate-induced losses and damages of the high-impact selected sectors based on meta-analysis.

       Develop a project concept to access funds on loss and damage based on key findings and recommendations.

The exercise will be carried out jointly with the Department of Environment and Climate Change (DECC), Department of Local Governance and Disaster Management (DLGDM) and Department of Macro-fiscal and Development Finance, Ministry of Finance in collaboration with the various sectors with UNDP support.

SCOPE OF THE ASSIGNMENT

The scope of the assignment is described below:

  1. Review, document and analyze records of climate induced loss and damage including climate induced disaster and vulnerabilities in Bhutan.
  2. Review Government Policies, Strategies or Roadmaps on Climate, Disaster Risk Management  and reports including but not limited to Bhutan’s Long-Term Low Greenhouse Gas Emission and Climate Resilient Development Strategy(LTS)/Nationally Determined Contribution(NDCs)/National Adaptation Plan of the Kingdom of Bhutan(NAP)/National Biodiversity Strategies and Action Plan (NBSAP) Roadmap of Bhutan, Bhutan- Voluntary National Report of the MTR SF (2022), Analysis and Need Assessment for Advancing Disaster Data Architecture for Climate-Induced Loss and Damage in Bhutan (2024), Bhutan National Plan for Infrastructure Resilience (2024) and other relevant documents;
  3. Review loss and damage reports and decisions of UNFCCC on FRLD operationalization mechanism including the 4th/5th FRLD[1] funding accessing modalities/requirements/procedures and their action plans to align the present exercise and for future engagement with FRLD.
  4. Review Santiago Network Technical support mechanism including fourth Advisory board meeting[2] and other funding arrangements under climate financing windows and recommend a way forward for Bhutan's engagement.
  5. Identify potential gaps, barriers, limitations and needs, and develop a clear implementation action plan to address sector wise loss and damage in the country based on sl.no 1, 2,3 &4.
  6. Prepare overall loss and damage assessment document (economic and non-economic) with quantifications/costing (methodologies applied for quantifications/costing should be acceptable to FRLD accessing modalities or widely used methodology in line with latest available science).
  7. Develop a loss and damage concept/ proposal.
  8. Review capacity building initiatives undertaken by other countries, focusing on how they trained local stakeholders, government officials, and community members to understand and respond to loss and damage from climate change. Identify effective training modules and topics that could be relevant for Bhutan.
  9. Promote best practices for stakeholder consultations, ensuring that the voices of vulnerable communities are included. This could involve techniques for inclusive dialogue and mechanisms for feedback throughout the assessment process.
The consultancy experts comprising an International Consultant will lead with support from the local consultant. He/she will provide overall guidance and technical inputs to ensure that the assessment conducted is in conformity with the goals, expectations and standards as outlined in this TOR and quality acceptable to DECC/UNDP. The international expert will collaborate with the local consultant/expert and DECC/UNDP Bhutan and relevant stakeholders/UNDP regional experts.
