Description of the Assignment: National Consultant for Interaction with Key Populations on the KAР Platform

Period of assignment: No more than 120 working days (tentatively from June to December 2025)

PURPOSE

The objective of this assignment is to strengthen the KAP platform by enhancing the technical capacity of PLHIV and key populations, building the capacity of civil society and improving two-way feedback mechanisms between civil society organizations, PLHIV and key populations:

1. Conduct a desk review, obtain relevant KAP documentation (chapters, conflict of interest policies, civil society communications/engagement plans, civil society group contact information, events calendar).
2. Facilitate the implementation of events in close cooperation with the CCM Secretariat Coordinator and the work of the thematic groups to develop an action plan for the KAP platform in 2025.

i) Training of members of the KAP platform on the formulation of KAP decisions on human rights and gender issues.
ii) Webinar to strengthen interaction between members of the CCM from the KP and NGOs with voters of the relevant communities and other interested parties.
iii) Webinar for members of the CCM from NGOs, KP and members of the KAP platform on drawing up a work plan for working with voters and stakeholders
iv) Facilitate a meeting of the KAP platform to collect proposals for the development of a work plan for a CCM member with constituents and other stakeholders and further review of the collected proposals

3. Brief report based on results. Summary of key points, findings, conclusions, options, and next steps.

ЦЕЛЬ ПРОЕКТА

Целью данного задания является укрепление платформы KAП путем повышения технического потенциала ЛЖВ и ключевых групп населения, наращивания потенциала гражданского общества и улучшения механизмов двусторонней обратной связи между организациями гражданского общества, ЛЖВ и ключевыми группами населения:

1. Проведите кабинетный анализ, получите соответствующую документацию KAП (главы, политику в отношении конфликта интересов, планы коммуникаций/взаимодействия с гражданским обществом, контактную информацию групп гражданского общества, календарь мероприятий).

2. Содействовать реализации мероприятий в тесном сотрудничестве с Координатором Секретариата СКК и работой тематических групп по разработке плана действий для платформы КАП в 2025 году.

i) Обучение членов платформы KAP по вопросам формулирования решений KAП по правовым и гендерным вопросам.

ii) Вебинар по укреплению взаимодействия членов СКК от КГН и НПО с избирателями соответствующих сообществ и другими заинтересованными сторонами.

iii) Вебинар для членов СКК от НПО, КГН и членов платформы КАП по составлению плана работы с избирателями и заинтересованными сторонами

iv) Содействовать проведению встречи платформы KAП для сбора предложений по разработке плана работы члена СКК с избирателями и другими заинтересованными сторонами и дальнейшего рассмотрения собранных предложений.

3. Краткий отчет на основе результатов. Резюме основных моментов выводы, заключения, варианты и дальнейшие шаги.
