Introduction

UNDP Bhutan is seeking proposal from the eligible and qualified national consultant to provide consulting services for the Building Operational and Institutional Capacities of CSOs in Bhutan.

Please find below a brief objectives and scope of the assignment and also encouraged to go through the Terms of Reference for details.

Objectives
The objectives of the assignment for the Consultant are to enhance the capacity of Bhutan’s CSOs by conducting a needs assessment of the CSOs on advocacy and service delivery and resource mobilization skills to identify training needs in CSO development and management with focus on resource mobilization.
Specifically, the assignment will aim to:
 Conducting a desk review to identify specific needs of CSOs in advocacy, service delivery and resource mobilization skills.
 Developing and delivering targeted capacity-building workshops for CSO staff and members.
 Supporting CSOs in developing resource mobilization strategies and funding proposals.
 Providing technical assistance to 2 selected CSOs on organizational development, financial management, and strategic planning.
C. SCOPE
The consultant will be responsible to:
1) Review capacity assessment that will determine and identify training needs of CSOs, particularly in advocacy, service delivery and resource mobilization including key gaps, challenges, opportunities and recommendations for capacity enhancement.
2) Developing a targeted capacity building on the CSOs on advocacy service delivery skills and resource mobilization.
3) Develop costed sustainability and resource mobilization strategy for two CSOs.

Key responsibilities include:
1. The consultant will conduct and develop of a comprehensive training for CSOs capacity enhancement covering various aspects of CSO development and management including advocacy, service delivery, human resources, administration and financial management, resource mobilization, board management etc.
2. Training of 25 CSOs on CSO development and management including human resources, administration and financial management, resource mobilization/funding proposals and board management.
3. Support two CSOs with development of costed sustainability and resource mobilization strategy.
