Introduction :

SCOPE OF WORK                               

 

The firm or contractor shall be required to provide an internet service subscription of up to up to 30 Mbps (download) / 10 Mbps (upload) bandwidth (maximum information rate) and at most 700ms (roundtrip), 350ms (one-way) latency  for three months to 10 VSATs installed sites in the following locations:

The installed VSATs have the following specifications:

·        Band: Ka band

·        Type: Manual Alignment

·        Dish Size: 1.2m Metal Plate Antenna

·        Modem: Modem Power of 2 Watts

·        LAN: Four 10/100/1000 Mbps Ethernet, auto MDI/MDIX

·        Transceiver: at least 2Watts, Ka band

·        Router: Standards - Wi-Fi 4 / IEEE 802.11n/b/g 2.4 GHz

·        Wi-Fi Speed - 2.4 GHz: 300 Mbps (802.11n)

·        Processor: at least Single-Core CPU

·        Ethernet Ports: at least 1× 10/100 Mbps WAN Port / 4× 10/100 Mbps LAN Ports

·        Wi-Fi Encryption: WEP / WPA / WPA2 /WPA/WPA2-Enterprise (802.1x)

·        Protocols: IPV4, IPV6

·        Access point:

·        Tx power: at least 1000mW(30dBM)

·        Rx sensitivity: at least -96dBm

·        Standards and Protocols: compatible with Wi-Fi 802.11b, Wi-Fi 802.11g, Wi-Fi 802.11n, or latest

·        Wireless Rate: 2.4GHz: at least 300Mbps

·        Physical port: 10/100 mbps (LAN) RJ45

·        Coaxial Cable: at least 30m coaxial cable with connectors

·        Tool Set: (Wrench, Cable Stripper, Crimping tool)

·        Power Protection: All-in-One Power Protection System

·        VSAT Gross Weight: not more than 40KG

·        Floor Base Mounting and Pole Bracket

·        Uninterruptible Power Supply: at least 650Va


 

C. SERVICE LEVEL AGREEMENT

 

The Service Level Agreement (SLA) shall cover managed Internet service delivery and related network infrastructure. The Contractor shall provide its written confirmation of compliance with the terms defined in this document. Compliance against the SLA is reported on a monthly basis.

 

UNDP expects the following Service Levels for the following Internet service delivery and related network infrastructure:

 

·        Availability (uptime): The availability of internet connectivity at each access point, with the agreed network parameter levels, shall be at least 95% on a daily basis. Any scheduled maintenance shall be done during non-operating hours.

·        Bandwidth: The bandwidth of the internet connectivity at each access point, with the agreed network parameter levels, shall be at least 80% of the maximum information rate (MIR), download and upload, on average a daily basis. The contractor shall advise on how the parameters are measured and reported.

·        Network Management System (NMS) including a dashboard available to UNDP should also include real-time uptime and penalty calculation based on SLA requirements.

·        The Contractor is expected to have a maximum response time of 24 hours for each of the sites.

 

 

D. GOVERNANCE AND ACCOUNTABILITY 

 

The Contractor will be under the direct supervision of the UNDP Typhoon Response Project Focal and coordinate with the Institutions and Partnerships Programme Analyst and the CoRe FW4A Project Officer in Charge. The UNDP Typhoon Response Project Focal shall regularly communicate with the Contractor and monitor the progress of their outputs.

 

The Contractor shall report progress, provide updates, or raise issues to the UNDP on a weekly basis. The Contractor is expected to be accessible to UNDP personnel through mobile and digital collaboration tools on an agreed schedule and when required.

 

 

E.    EXPECTED DURATION OF THE CONTRACT

 

The Firm will be hired for three (3) months to provide internet services to the 10 VSATs. The target start date of the contract is April 15, 2023, and services are until July 15, 2023.
