Introduction
UNDP Bhutan is seeking proposal from the eligible and qualified firms/JV/Association for the Mitigation Action Facility (MAF) Project Document Formulation. The eligible and qualified firms are requested to submit their proposal as per the requirement in the Terms of Reference and Request for Proposal documents.
Please find below a brief Objectives and Scopes of assignment (Please refer final ToR attached herewith.
OBJECTIVE OF THE ASSIGNMENT
The objective of the assignment is to formulate a comprehensive project proposal that will be submitted to Mitigation Action Facility for approval.
a. Develop a full-fledged solar energy project proposal and required annexes as per MAF requirements, quality assurance and risk management. Ensure technical soundness and implementation readiness (based on sound feasibility) of the project by the end of Detailed Preparation Phase (DPP) duration of nine months.
b. Conduct field survey assessment for, up to 100 healthcare facilities (HCFs) or the number of HCFs that have potential to generate 30 MW solar energy and other public buildings as part of the technical assessment.
c. Produce evidence of financial feasibility (including financial models) and bankability of the ESCO business models ensure readiness of proposed Green Financing Fund Mechanism (concessional and commercial facilities) within the project design by end of the DPP duration.
d. Engage with the project partners and stakeholders, including government, central bank, banks, private sectors, UNCDF to co-design the project proposal under UNDP’s guidance
Verify the project’s mitigation potential.
e. Explore and secure additional volumes of co-funding (mobilization and leverage) from the private sector within the pilot and scale up design of the project in partnership with UNDP and UNCDF.
II. SCOPE OF THE WORK
The firm or JV, Consortium will be entrusted with the comprehensive development and delivery of a project proposal that aligns with the Mitigation Action Facility framework and adheres to UNDP and UNCDF standards and policies. This encompasses the assembly of a highly qualified team of experts, meticulous coordination of the project formulation process, and the timely execution of all deliverables, including mandatory annexes and assessments.
The assignment will entail two work streams:
Technical component will include collection and analysis of data, conduct required baseline, execution of pertinent studies, and seamless integration of technical and financial components into the overall project document. The substantiated calculation of the expected direct and indirect GHG emission mitigation potential. The institutional set-up and the assessment and definition of safeguards for environmental, social issues and human rights.
Financial component will include financial model and analysis of the underlying business models and proposed Green Financing Fund Mechanisms (fully considering partner financial institution capabilities and existing policy/regulatory contexts). Financial viability assessment of the proposed financial mechanism and business model. Capacity Assessment of Financial Organizations and design of lending instruments.
