Introduction

RFQ – Supply and Delivery of 200 No. of Improved Cookstoves – Nuwara Eliya District

Sri Lanka is navigating an unprecedented multidimensional crisis, where climate shocks, economic instability, and deep-rooted socio-political challenges converge to disproportionately impact rural communities. Among the most affected are women smallholder farmers and estate sector families in the Nuwara Eliya district, who face growing food insecurity, energy poverty, and limited access to essential services. These challenges are compounded by historic inequities, rising living costs, and the effects of male outmigration, which increasingly place the burden of both agricultural and domestic responsibilities on women.

In response to these urgent challenges, UNDP projects supported by the Japanese Government through JSB CP 4 seek to strengthen energy and human security for climate-vulnerable communities. By extending renewable energy-based green technologies and integrating smallholder farmers into resilient agricultural value chains, the initiative promotes a just transition to clean energy. This effort lays the foundation for sustainable development, gender equity, and Sri Lanka’s long-term pathway toward net-zero emissions.

As an essential component of this initiative, the procurement process will focus on the purchase of improved cookstoves. These energy-efficient cookstoves will be strategically distributed among beneficiaries in the Nuwara Eliya district. By enhancing access to energy-efficient technologies, the project aims to improve household energy use, reduce fuel costs, and strengthen the overall resilience of estate sector communities in the target areas.
