Project: Integrated Water Resource Management and Ecosystem-based Adaptation in Xe Bang Hieng River Basin and Luang Prabang city.
Contract Period: 3 months.

Project Description

Integrated water resource management and reducing risks from flood hazards are major concerns for Lao PDR. The UNDP-GEF LDCF "Integrated Water resources Management and Ecosystem-based Adaptation in the Xe Bang Hieng River Basin and Luang Prabang city” project aims to support the government of Lao PDR to promote the integrated management of land and water resources at target sites in the Xe Bang Hieng River Basin and Luang Prabang city. This will increase the climate resilience of communities to the impacts of floods and droughts—both of which are projected to become more intense and frequent under future climate scenarios. The project will be implemented over the period of four years from December 2022 to December 2026 by the Department of Water Resources of the Ministry of Natural Resources and Environment.

The project aims to strengthen the climate resilience of communities in two particularly vulnerable areas of Lao PDR—namely, Savannakhet Province and Luang Prabang city—particularly focusing on the impacts of floods and droughts. This improved resilience will be achieved through three complementary project components, specifically:

Component 1: Developing national and provincial capacities for Integrated Catchment Management (ICM) and integrated urban Ecosystem-based Adaptation (EbA) for climate risk reduction;

Component 2: Ecosystem-based Adaptation (EbA) interventions, with supporting protective infrastructure and livelihood enhancement; and

Component 3: Knowledge management and Monitoring and Evaluation (M&E).

Scope of Work

English language training will be offered to equip participants with necessary language skills for effective communication, including speaking, listening, reading and writing, with a particular emphasis on public speaking, negotiation and discussions in an inter-agency context. The Consultancy Firm will develop English language training module focusing on improving basic and intermediate English language proficiency of DWR staff members. The expected number of trainees is between 20 to 25 department level staff members. A comprehensive general English language training programme needs to be designed and implemented tailored to the specific needs of the government staff members focusing on improving their ability to converse fluently and accurately in English.

Training participants will be divided into two groups based on their proficiency levels. The firm will organize English Language training for two batches – (basic level for Batch A) and (intermediate level for Batch B). Batch A will be for those who need very basic English and do not have enough writing and reading skills in day-to-day activities of the job they are doing; inhibitions in speaking for want of fluency and sentence formulation, and vocabulary. Similarly, Batch B will be for those who require intermediate level of English improvement, fluency in speaking, reading, and writing. Based on this, the consultancy firm is required to develop two parallel training curricula.

This group will benefit from a basic English language course tailored to their level and needs with strong emphasis on speaking and presentation skills. In the initial phase of this assignment, it is expected that the teacher conducts an individual assessment to determine the level of each staff members’ reading and speaking capacity based on which a tailor-made course will be developed. It is envisaged to plan and conduct three one-hour lessons weekly through basic English language and communication lessons; planning and conducting three lessons weekly for the second month focusing on speaking English and presentation skills. By the third month, an assessment of the progress of individual staff will be conducted to measure progress, identify barriers to learning, continue mentoring and recommend action to overcome barriers through the identification of useful online resources and courses and mentor staff in their use.

General requirements

The professional service provider must have, and be able to demonstrate, the required technical, professional and English language skill base as outlined below: 

Demonstrated sound organisational capacity with sufficient human resources and technical capacity to provide English language training and deliver on the outlined scope of the services

Demonstrated experience with other donors and similar services

Ability to deliver the service within the required time frame

The service provider is responsible for:

Designing and delivering 36-credit hour lessons spread over three months’ timeframe.

Organizing English proficiency tests at the beginning and end of the course and verify satisfactory achievement of the trainees

Developing two parallel training curricula for basic and intermediate levels

Ensuring that the lessons are planned and delivered in a highly participative and interactive manner and responsive to the request and suggestions of the trainees

Reporting, monitoring and evaluating language proficiency in compliance with the project’s requirements.

Methodology

The training course focuses mainly on three skills—speaking, reading and writing in English language at both basic and intermediate levels. Methods of classroom instruction and practical exercises will be adapted. Audio-visual presentations are introduced in the classroom instructions while practical exercises will be working mainly with a given topic and producing written material, comprehending the reading material, and making oral presentations on a given topic.

The service provider is required to provide a one-hour training every alternate working day covering 3 hours per week totaling 36 hours during the three months contract duration for each level. Thus, out of 36 classes, 24 classes will be used for classroom instructions, and 12 classes will be used for practice, in the ratio of 3:1. In-person classroom learning will be applied and training will be conducted at the DWR office. Time and mode of training will be discussed and decided through mutual understanding.

 Specific tasks

The Consultancy Firm will conduct a comprehensive needs analysis to accurately identify the English language proficiency levels, specific learning needs, relevant professional contexts of the DWR staff. This will ensure the training programme is precisely tailored to enhance their language communications capacity. The training course module should include general English language improvement.

 Tasks/detail requirements

The Consultancy Firm will conduct the following tasks:

 

Task 1: Submit inception report with methodology, work plan and training outline

This task will serve to “set the scene” for the successful implementation of the rest of the tasks. An inception report will be developed covering all facets of the training and will be based on initial desktop research that should, inter alia, contain: a) summary review of the assignment requirements; b) description of the training plan for compliance; c) identification and finalization of trainees; d) description of methodology and tools to be used to deliver training; and e) risk and assumptions for the implementation of the tasks as well as quality assurance processes should be described.

 

Task 2:Pre-test and prepare parallel curriculum for basic and intermediate levels

Design and administer English language pre-test for each participant.

Develop two parallel training curricula for basic and intermediate levels of trainees focusing on language fluency, accuracy and the use of specialized vocabulary to effectively participate, communicate and deliberate in day-to-day official works. The training curriculum should be supplemented with handouts, audio-visual aid and access to online resources on equipping trainees with skills required for public speaking, negotiation, and engaging in official discussions with national and international counterparts. The content and terminology should be related to integrated water resources management and ecosystem-based adaption.

The training curriculum needs to be a customized learning module with scenario-based training materials that focus on situations. These modules will be designed for quick adaptation to individual or group needs, allowing for personalized learning experiences. It will help in enhancing presentation and negotiation skills, public speaking and effective participation in bilateral and multilateral discussions in English.

Task 3:Training course delivery and post-training test

Schedule and conduct English language training sessions three times per week spread over three months with three flexible hours a week.

Utilize a blend of teaching methodologies, including traditional classroom instruction, interactive sessions and use of digital learning platforms as required.

Incorporate practical exercises and simulations that reflect real-life scenarios participants will face at the face-to-face communications and interactions with English speaking people.

Conduct a post-training test for the participants’ English language proficiency.

Task 4: Final report

The final report includes necessary documented outputs for tracking training delivery such as training approach and methodology and tools, pre and post-training assessment report card; attendance sheet, training evaluation results, lessons learned with recommended actions for next steps. Structured in such a fashion, the final report is intended to be used by certified trainers as part of future training sessions.

The consultants are to propose a small team of experts who are certified and experienced in undertaking all tasks as outlined in this ToR. Curriculum vitae and relevant professional certificates are to be submitted with the technical proposal for all proposed experts/trainers.
