Introduction
The Project Evaluation will comprise an endline of the project’s deliverables and indicators as well asfocus on assessing the achievements of the various components within the PBF Project as implemented by the convening agencies – UNDP and UNICEF, in accordance with the OECD DAC evaluation criteria. The endline survey includes a full-scale survey of the perception indicators. To this end, UNDP and UNICEF are engaging the services of a national enumerator firm to work with the independent evaluator to collect relevant indicator data for the evaluation. The project was implemented nationwide with a specific focus placed on the areas at most risk of electoral-related violence, identified as hotspots by the ONS’ election threat assessment, including Kono, Port Loko, Kenema, Makeni, and Western Area Districts. The evaluation will use an inclusive approach to ensure that geographically diverse locations are selected for the data collection. It will focus on assessing the contribution of the Project’s interventions in Sierra Leone from August 2022 to April 2025. Specifically, it will examine the contribution of the Project’s support to promote peaceful general elections in 2023.
To collect the perception data on the indicators, the consultancy service from the national firm is requested with the following objectives:
Work closely with the evaluator and UNDP to train the enumerators on the data collection tool
Provide logistic/ICT support to the enumerators for the operation, training and field missions
Enter the data into the data entry sheet and send it to the evaluator and UNDP for further analysis
