Introduction
Amongst the norms that the Policy seeks to uphold, the most important are that the evaluation exercise be independent and provide technically and methodologically credible findings that are useful and relevant to support evidence-based programme management.
With this in mind, the evaluation has been designed with the following overall objectives: (i) allow UNCDF and partners to meet their accountability and learning objectives; (ii) capture good practices and lessons learned.
The final evaluation is expected to assess the results of the intervention to date (direct and indirect, whether intended or not) across FDS’ full theory of change in the countries in which FDS has been active, from its first year of implementation.
The objective of the evaluation is to focus on relevance/ appropriateness of design, efficiency, effectiveness, likely impact and sustainability of the programme to date.The specific objectives of the evaluation are:
- To assess the intervention results framework, whether the objectives have been met considering the indictors.
- An important focus should be on the efficiency criteria, to assess the use and deployment of resource and governance structure (steering and management)
- To assess the relevance, coherence, efficiency, effectiveness, impact and sustainability of the FSD Initiative in different contexts and challenges in which it operates.
- To assess the interventions contribution to gender equality and the broader LNOB agenda.
- To provide evidence-based and actionable recommendations (strategic, programmatic, and management).
