Introduction
Name of Service: National Consultant – Develop action agenda based on Global Partnership for Effective Development Co-operation (GPEDC) findings, and prepare Vientiane Declaration and Vientiane Declaration Country Action Plan (2025–2035)

Period of assignment/services: 34 working days.
Description of the Assignment:
As the VDCAP, 2016–2025 period comes to an end, an opportunity exists to review the results of the GPEDC and the Government’s assessment of VDCAP implementation to inform the new VD for the period 2025-2035. This is important given that the Tenth National Socio-Economic Development Plan (10th NSEDP) and accompanying financing strategy are being shaped in parallel ahead of the High-Level Round Table Meeting planned for the end of 2025. This is particularly critical given the need for Lao PDR to strengthen its aid coordination and aid effectiveness capacity in light of the upcoming graduation from LDC status and potential consequences that this may have on aid flows to Lao PDR while factoring the very dynamic global aid landscape that we have.
The primary objective of this consultancy is to develop the action agenda document based on reflections with key stakeholders and the development and finalization of the VDCAP 2026-2035 which will be adopted in the High Level Round Table Meeting at the end of 2025.
Scope of Work
Under the overall guidance of the National Project Director and direct supervision of the Project Manager, and in close coordination with the Project Management Unit (PMU) Coordinator and UNDP Project Assurance team, the National Consultant will be responsible for the following:
Task 1: Desk Review
· Conduct a comprehensive review of relevant documents, including: GPEDC findings report and dataset, VDCAP (2016–2025), VDCAP implementation assessment report, Round Table Process (RTP) outcomes, Sector Working Group (SWG) reports and findings, Draft 10th National Socio-Economic Development Plan (2025–2030), and literature on global aid effectiveness frameworks.
· Identify key achievements, challenges, lessons learned, and gaps in the implementation of the current VDCAP and the findings of the 4th Monitoring Round of the GPEDC report.
· Summarize key insights to inform the design of the reflection workshop and the drafting of the updated VD and next VDCAP.
Task 2: Facilitate reflection workshop and produce a summary of actions
· Support the design and planning of the national reflection workshop in coordination with MPI and UNDP.
· Provide lead facilitation for the workshop which aims to undertake reflection on GPEDC findings and VDCAP progress and generate an action agenda.
· Workshop facilitation should ensure active engagement from a diverse range of stakeholders (government, development partners, CSOs, private sector, etc.).
· Guide discussions and key recommendations and action points for the future.
· Prepare a summary report capturing key discussion points, stakeholder inputs, and agreed-upon action-oriented recommendations. Consolidate a final version prepared for publication across GPEDC official networks, pending government approval.
· Distil the Summary report and action-oriented commitments in a one-pager article/blog to promote and advocate the reflection workshop across GPEDC networks, pending government approval.
Task 3: Draft and finalise VD and VDCAP 2026-2035
· Develop a first draft of the updated VD (2025–2035) based on desk review findings, inputs from the reflection workshop, and additional consultations with stakeholders.
· Ensure alignment with the national development priorities and the 10th NSEDP, and international frameworks (e.g., SDGs and GPEDC commitments).
· Emphasize principles of country ownership, inclusive partnerships, effective coordination, results-based implementation, and mutual accountability.
· Revise the draft based on feedback from MPI, UNDP, and relevant stakeholders.
· Submit the final version of the updated VD and VDCAP, ready for final endorsement.
