Project: Supporting Effective and Efficiency in the UXO Sector to contribute to the achievement of SDG 18 and Safe Path Forward III (SPF III) (2022-2028).

Description of the Assignment:  

Objective:

The objective of this consultancy is to design and deliver a compelling set of UXO-themed promotional and exhibition items that amplify awareness of the humanitarian and development impact of UXO contamination and clearance in the Lao PDR. Central to this effort will be the conceptualization and production of two cluster munition casing artworks, each anchored in a distinct and well-researched narrative that resonates with affected communities and supports national advocacy goals.

The consultant will also conceptualize and produce a suite of UXO promotional items for use in national and international exhibitions, reinforcing key messages around the importance of sustained support. These items will serve as visual and narrative tools to support Lao PDR’s visibility and advocacy efforts in international fora, including the 13th Meeting of States Parties (13MSP) to the Convention on Cluster Munitions (CCM) in September 2025 in Geneva, Switzerland.

Through close collaboration with UNDP, the Ministry of Foreign Affairs (MOFA), and the National Regulatory Authority (NRA), the consultancy will contribute to strengthening UXO-related storytelling with the ultimate aim of enhancing visibility, empathy, and international support for the UXO sector in the Lao PDR.


Scope of Work:

The Consultant will work under the direct supervision of the Portfolio Manager/Head of UXO Unit. Under the overall guidance of UNDP Lao PDR, and in close coordination with the MOFA and NRA, the consultant will lead the end-to-end design and delivery of a high-impact UXO promotional items.

The consultant’s scope of work will include the following tasks:

1.       Conceptualization:

-          In consultation with the MOFA, NRA and UNDP, conceptualize two distinct and well-researched storylines for cluster munition casing art with UXO related narratives.

-          In consultation with MOFA, NRA and UNDP, conceptualize UXO-themed promotional items, each reflecting diverse advocacy messages and are suitable for use in national and international exhibitions.

2.       Production And Delivery of Exhibition and Promotional Items:

-          Two high quality cluster munition casing artworks produced, reflecting two distinct approved storylines and artistic direction agreed with stakeholders.

-          A set of UXO-themed promotional items is produced for a small exhibition in national and international venues, including Geneva, Switzerland.  

-          Delivery of all physical items to designated UNDP office for use and installation in various exhibitions.

3.      Development of Supporting Communication Materials:

-          Two engaging bilingual narratives (in English and Lao) developed for each of the cluster munition casing artworks to provide context and emotional resonance during exhibitions.

-          Clear, concise, and impactful bilingual descriptions (in English and Lao language) developed for each of the selected promotional items to reinforce the UXO message and advocacy.

Period of assignment/services: 15 working days over 4 months.
