Introduction

UN Capital Development Fund (UNCDF), a flagship catalytic blended financing platform of the UN, is a UN entity with a mission to support market development by enabling access to finance in high-risk environments for impactful investments by providing financial instruments, financial mechanisms, and financial advisory. UNCDF has a unique mandate to blend and deploy grants, loans, and guarantees as well as related advisory services.

One of UNCDF-led initiatives is the Smart Green ASEAN Cities (SGAC) programme. The SGAC programme objective is to promote a more sustainable urbanization in ASEAN cities while reducing its environmental footprint and improving the quality of life for citizens by helping cities develop sustainable financing mechanisms. The Programme is funded by the European Union, implemented by the UN Capital Development Fund (UNCDF) in consultation with the ASEAN Working Group on Environmentally Sustainable Cities (AWGESC) and the ASEAN Secretariat, dedicated to develop financing solutions to implement smart green city projects.

Following a scoping mission, Nakhon Sawan and Phitsanulok were identified as candidates for support with a technical and financial feasibility study (FS) for the implementation of a smart hybrid aerator (Nakhon Sawan) and air quality management (Phitsanulok). Both cities are looking to embrace smart technology with incorporating a business approach to improve their service delivery. In Nakhon Sawan, The FS will focus on evaluating the technical and financial feasibility of deploying smart hybrid aerators in the city’s wastewater treatment plant. In Phitsanulok, the FS will focus on technical and financial feasibility of scale up of air quality monitoring devices and air purification towers to improve the city’s air quality.
