SCOPE OF WORK
(i) Review existing literature to identify gaps and areas that need to be strengthened in the JAF. (ii) Based on lessons from the past JAF and experiences from other countries, propose a draft framework with indicators, targets, data sources, responsibilities and assumptions that meet the SMART criteria for monitoring and evaluation. (iii) Work with the technical Task Team to propose a feasible criterion for monitoring and reviewing progress of implementation of the framework. (iv) Develop an indicator matrix for all the proposed JAF indicators with clear definitions, frequency of data collection, measurement approach, data sources, responsibility centers among others. (v) Engage and consult the relevant stakeholders to articulate a framework that strengthens the mutual trust among the government and its partners for constructive dialogue on national development issues. (vi) Facilitate joint discussions between Government and partners to ensure achieve consensus on the parameters, indicators and targets for the relevant partners.
Period of assignment/services: 2 Months Proposal should be submitted directly in the portal no later than indicated deadline.
