Description of the Assignment
The Government of Angola and the United Nations Development Programme (UNDP) have a long-standing working partnership in the area of Human Rights. Within this partnership a 2025 Annual Work Plan was signed between the Ministry of Justice and Human Rights and UNDP, with the primary objective: “To strengthen the national human rights framework, the capacity of national human rights institutions, and the processes, mechanisms, and spaces for participation and realization of human rights in Angola.
Accordingly, both institutions considered it appropriate to hire a consultant to provide technical assistance to the DNDH of the MINJUSDH, thereby contributing to the achievement of the objectives outlined in the 2025 Annual Work Plan.
Main tasks include:
- Support the implementation of a pilot project to operationalize four (4) CLDHs, including preparing training sessions, assessing the selected CLDHs, and supporting the preparation of reports produced by these committees
- Engage and strengthen the capacity of the Intersectoral Commission for the Preparation of National Human Rights Reports (CIERNDH), support the follow-up of recommendations from the United Nations Treaty Bodies and in the drafting of national human rights reports, as well as its engagement with CSOs
- Promote intersectoral collaboration to ensure coordination among relevant sectors for the implementation of the recommendations from the 4th cycle of the Universal Periodic Review (UPR)
- Support and monitor the development and functioning of the National Human Rights Complaints System (SNDDH)
- Coordinate activities planned for 2025: manage logistics, align with UNDP procedures, gather evidence, and support reporting activities
- Prepare monthly reports on the status of implementation of ongoing activities for the Secretary of State for Human Rights and Citizenship and the Head of UNDP’s Governance Unit
- Draft a final report on the implementation of the main objectives, including the identification of challenges and recommendations for the ongoing programme.
Period of assignment/services: 7 Months
