Introduction

DescriptionNational firm to Upgrade the “Doctor for Everyone” software, rolling out the implementation of the grassroots telehealth program used this software in all UNDP supported provinces (Ha Giang, Bac Kan, Lang Son, Lao Cai, Lai Chau, Yen Bai, Tay Ninh, Hau Giang, Ben Tre, Ca Mau, Hue city, Quang Ngai, Binh Dinh and Dak Lak)

Duration: From June 2025 to December 2026

Overall objective: UNDP, in collaboration with Ministry of Health have successfully mobilized funding from Korean Foundation for International Healthcare (KOFIH) to expand the grassroots telehealth implementation in ten provinces of Ha Giang, Bac Kan, Lang Son, Lao Cai, Lai Chau, Yen Bai, Tay Ninh, Hau Giang, Ben Tre and Ca Mau, through the project “Telehealth to improve access to healthcare services for disadvantaged groups in Viet Nam”.


The project goals are to promote the health of disadvantaged groups with logistical limits by offering good quality healthcare services to ethnic minorities, people with disabilities and others living in mountainous and remote areas of Viet Nam and will strengthen digital transformation in health services contributing to improving the quality of grassroots medical services in 10 provinces of Ha Giang, Bac Kan, Lang Son, Lao Cai, Lai Chau, Yen Bai, Tay Ninh, Hau Giang, Ben Tre and Ca Mau.

The main objectives of this assignment are to:

1.      Upgrade the existing features of D4E telemedicine application to improve current performance, enhance the user interface, and enhance security features.

2.      Add new, advanced functionalities to have a better and more friendly telemedicine system.

3.      Implement data integration of selected data from key existing health information systems with D4E system and of the D4E system with VTelehelath platform.

4.      Ensure the upgraded system complies with healthcare data security and privacy regulations.

5.      Ensure the upgraded software aligns with the overall architecture of the D4E system.
