ESIA and Biodiversity Certification for the Galana Ethanol Biorefinery Project

Introduction


UNDP kindly requests your Proposal for the Provision Consultancy Services for Environmental and Social Impact Assessment (ESIA) and Biodiversity Certification for the Galana Ethanol Biorefinery Project in Kenya as follows;
  • To identify and assess the potential positive and adverse environmental and social impacts of the full project lifecycle, including land clearing, farming, biorefinery operations, infrastructure installation, and water abstraction.
  • To analyze, evaluate and propose measures to prevent, control, mitigate, restore and/or compensate for the potential environmental and social impacts of the Project.
  • To establish the Area of Influence (AoI) and assess cumulative impacts with particular attention to biodiversity, land use, water resources, and community livelihoods; as well as specific actions to be taken by contractors and subcontractors.
  • To provide a robust Environmental and Social Management Plan (ESMP)and other instruments detailing environmental and social requirements, a Biodiversity Action Plan (BAP) aligned with IFC PS6, and a Stakeholder Engagement Plan (SEP) with an accompanying Grievance Redress Mechanism (GRM).
  • To assess project eligibility for biodiversity certification under applicable international standards.
  • To inform design modifications and management measures for minimising GHG emissions and enhancing climate resilience.
  • To develop a consultation/ stakeholder engagement plan, including an analysis of interested and affected parties, detailing documentation requirements and dissemination of information about the Project.
  • To ensure legal compliance with Kenyan Environmental Management and Coordination Act (EMCA) and to facilitate licensing through the National Environmental Management Authority (NEMA).
