Introduction
BACKGROUND
Affordable and sustainable energy is one of the six strategic impact areas of UNDP's Africa Promise, which focuses on energy interventions to act as catalysts for development. The Africa Promise has committed to providing access to energy to at least 100 million people by the end of the current strategic plan. The Regional Programme for Africa (2022-2025) is the means to realize UNDP's renewed strategic offering in Africa and is positioned as a regional catalyst and incubator for people, prosperity, planet and peace. The Gambia is also one of the 10 countries covered by the UN Integrated Strategy for the Sahel (UNISS) and targeted by the flagship UNDP Offer for the Sahel – a Regeneration. This offer includes energy as one of its core components through UNDP’s Energy4Sahel initiative. In alignment with this commitment and with financial support from TRAC II, the UNDP Gambia Country Office is planning to install a solar PV mini grid in one rural community. This initiative supports the Government of The Gambia’s ambitious goal of electrifying 100% of the population by 2030 and increasing the share of renewable energy to 30% of the total installed capacity. This initiative aims to enhance energy access, promote sustainable development, and improve the quality of life in these communities. It will be implemented by the UNDP The Gambia County Office in close collaboration with the Ministry of Petroleum, Energy and Mines (MoPEM), the National Water and Electricity Company (NAWEC) and the beneficiary community. The installation of the solar facility will be contracted to a qualified solar company or firm. To ensure due diligence and adherence to technical specifications, a Quality Assurance and supervision contractor is required. The firm will work closely with the Environment Unit of UNDP Gambia, the MoPEM and NAWEC.
SCOPE OF THE WORK
Under the supervision of the Team Leader of the Environment Cluster, the contractor will be responsible for the following tasks/activities:
Supervision of Installation Work: Oversee the materials and the installation of the solar PV microgrid to ensure compliance with technical specifications and quality standards.
Support in the tender process: by providing technical input to the clarifications to bidders and participate in the technical evaluation of the bids.
Review and clearing of technical reports: Evaluate and approve technical reports related to the construction of the PV microgrid, including the detailed site investigation report, the Detailed Design, the Detailed Engineering Report, Training Materials and the Maintenance Manuals.
Quality Assurance: Ensure that all designs, materials, and workmanship meet the requirements set in the contract and the required quality standards.
Technical Guidance: Provide technical guidance and support to the installation contractors as needed.
Reporting: Prepare and submit regular progress reports to the UNDP The Gambia Country Office, highlighting any issues and recommendations for improvement.
