Description of the Assignment: 01 International Junior Climate Policy Consultant

 

Period of assignment/services: June 2025 to April 2026


Currently UNDP Viet Nam is working on strengthening nature-based solutions to restore ecosystems, conserve and enhance blue carbon stock with biodiversity, land protection, and livelihood co-benefits in coastal landscape mosaics of the Mekong delta and South-Cental coast. These projects  are both expected to continue development in 2025-2026. These projects are focused on restoring and conserving coastal ecosystems – mangroves, coral reefs, seagrasses, and tidal marshes – which are some of the most productive ecosystems on earth and increasingly being recognized by policymakers for their significant role in sequestering and storing ‘blue carbon’. In addition to mitigation benefits, these coastal ‘blue carbon’ ecosystems are home to a wealth of biodiversity and provide communities with essential ecosystem services, such as coastal protection from storms and land erosion, and nursery grounds for fish. As such, they provide a full spectrum of mitigation, adaptation, and protection benefits.

These efforts will also support the mainstreaming of NbS in Viet Nam’s NDC 3.0, through policy briefs and reports on blue carbon market potential in Viet Nam, and pathways for mobilising innovative finance for NbS to meet both NAP/NDC and NBSAP priorities, especially via Blue/Green financing in NbS in agriculture, fisheries, and eco-tourism.

The assignment will focus on providing inputs to strengthening the development and management of UNDP Viet Nam’s ongoing work on nature-based solutions (NbS) and climate finance. The junior consultant will be expected to provide technical support for the implementation of ongoing projects, development of new initiatives, and advocacy, communications, innovation, and reporting within the thematic areas of climate change adaptation, nature-based solutions, disaster risk reduction and resilience building, blue carbon development, and climate finance. Specifically, the consultant will

Assist in project formulation, scoping, and validation of potential NbS projects including GEF-8, IKI Blue Carbon, and others for sustainable coastal resilience and blue carbon restoration (20%)

Provide support to the implementation of UNDP’s climate change portfolio and advocacy for Climate Finance Network and NDC 3.0, especially youth initiatives (60%)

Contribute to communication, knowledge-building, and innovative learning for ongoing NbS projects, especially on private sector engagement in blue carbon development (20%)
