Introduction

Name of Service: Consultancy firm to conduct a technical analysis of unexploded ordnance in the Lao PDR.

Duty Station: Laos.

Project: Supporting Effectiveness and Efficiency in the UXO Sector to contribute to the achievement of SDG 18 and Safe Path Forward III (SPF III).


Objective: 

The objective of the consultancy is to investigate the condition and operational status of two of the most frequently found unexploded submunitions in Lao PDR.


Scope of Work

The successful firm will be expected to be responsible for the following:

Undertake a physical analysis of a statistically relevant sample of sub-munitions.  Working closely with an accredited UXO operator in Lao PDR, undertake the following: 

Task 1: Prepare in advance of field mission.

·         Liaise with NRA and UNDP to obtain all relevant permissions

·         Liaise with NRA, UNDP, UXO operator to agree on sub-munitions for exploitation

·         Liaise with UXO operator to organize logistics, site selection, transportation etc.

Task 2: Undertake exploratory work in the field

·         Undertake disassembly of selected munitions to:

o    Identify reasons for failure

o    Assess the functionality of initiation mechanisms.

o    Test the viability of energetic materials. 

Task 3: Complete a full report and make a presentation to NRA, UNDP, UXO Operators.

·         Submit a draft report for review.

·         Amend report further to feedback

·         Submit final report

·         Undertake an online presentation to the UXO sector Technical Working Group   

Proposed methodology

The work will involve close liaison with the NRA to ensure all the appropriate permissions are granted before travel and field work if the specialists.

The contracted company will need to liaise closely with an accredited UXO Operator working in Lao PDR to agree on specific field support, notably:

·         Suitable explosive storage

·         Suitable ammunition processing location

·         The provision of an industrial bandsaw with coolant feed

·         Remote control and viewing equipment

·         Power tools, including lathe and pillar drills

·         Nearby demolition ground with minimum 500g NEQ limit 

The provision of equipment and associated field costs will be the responsibility of the contracted company and associated costs be included in the proposal.

The contracted company will be responsible for undertaking a desk top study in advance of the field mission to:

·         Characterize the fuses and other key components

·         Establish the materials used and their vulnerability to ageing

·         Complete risk assessments for each operation

·         Draft test procedures for mechanical functionality

·         Draft test procedures for explosive viability

·         Establish protocols for overall assessment of risk during movement.

·         Make a (remote) presentation of the study to the UXO sector Technical Working Group

The UXO Operator will be responsible for:

·         The provision of items for exploitation

·         Provision of ammunition storage, processing and demolition facilities

·         The provision of on-site logistics and medical/evacuation support.

·         Applying applicable explosive ordnance recovery and rendering safe procedures (RSPs).
