Introduction

UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization for a Research on financial options for social security in Viet Nam.

The Global Accelerator for Jobs and Social Protection (https://www.unglobalaccelerator.org/)  aims to create decent jobs, primarily in the green, digital, and care economies, while extending social protection to excluded populations. This initiative aligns with the 2030 Agenda for Sustainable Development and seeks to address the global jobs gap and social protection deficits exacerbated by the COVID-19 pandemic.

In Viet Nam, this initiative aligns with Resolution 42-NQ/TW, which emphasizes social policy reforms and labor market formalization. As a pathfinder country, Vietnam is poised to benefit from the Global Accelerator’s framework, which involves multistakeholder engagement and strategic investments in social protection and employment.

This Terms of Reference seeks services from a national organisation to produce a study on financing options for the Global Accelerator. The study aims to explore viable financing options for the Global Accelerator in Viet Nam, considering both domestic and international funding sources, as well as innovative financing models that can support the creation of decent jobs and the extension of social protection. The study will build on existing lessons in the implementation of social security schemes, as well as incorporate lessons from international experience.

The study will provide policymakers and researchers with a comprehensive assessment of the financial landscape for social security, and financing solutions to address gaps in financing.
