Description of the Assignment:
a) As part of the Treasury Bancarization process that began in 2012, the General Directorate for Treasury (DGT) developed and implemented a computer system called " Banking ", incorporated into the Integrated Budgetary and Financial Management System (SIGOF), made up of several modules. Although the Bancarization system, in production, is already showing visible gains, challenges remain, such as the lack of separation between the operations carried out at the State Treasury and the Treasury Bank, and the need to develop other functionalities with broad functional coverage of the banking sector's products and services, adapted to public administration services, namely the management of clients associated with products and services, credit management, among other core functionalities of a bank.
b) The aim of this consultancy is to deliver a design and architecture document for the Treasury Banking System, as well as to monitor and validate the modules developed. This document should include the full specification of the Treasury Banking System, centralizing in a single management tool a set of features that provide a complete overview of Treasury Banking System 's core business, namely customer management, management of banking products associated with customers, credit management, cheque management, authorization management and a high availability service solution, among other modules defined after the requirements survey. In addition to the components mentioned above, it should materialize a natural integration between the modules, resulting in greater efficiency, consistency in processes, uniformity of concepts and robustness. In addition, it should have a set of shared processes such as high service availability, user management and approvals, and document and image management that ensure consistency, flexibility and security. The system proposal to be presented will cover the registration, validation and maintenance of data, and will include user authentication and confirmation functions, with appropriate internal controls, guaranteeing the accuracy and integrity of the registered data.
c) The consultancy requested will serve as the basis for the development of the Treasury Banking System platform. In this sense, the design and architecture should contribute to strengthening Treasury Banking System 's management operations and constitute a robust, functional and user-friendly system in order to i) facilitate decision-making, ii) contribute to reducing operational and reputational risks, iii) increase transparency and the definition of service levels; iv) improve efficiency and productivity and v) reorganize services and streamline processes.
d) The bodies benefiting from the services to be provided are the Directorate General of the Treasury, namely the Treasury and Accounts Management Service and the Financial Operations Service; the National Directorate for the Budget and Public Accounting; the General Inspectorate of Finance; the Court of Auditors; all Central Public Administration Services and public entities that can and should have accounts with the Treasury Bank.
Period of assignment/services: 6 months
