Description of the Assignment: 45 Working Days.


The overall purpose of this consultancy is to develop a comprehensive Resource Mobilization Strategy for Eswatini that includes:

  • A mapping of potential funding sources (traditional, non-traditional, innovative finance).
  • A detailed, actionable strategy for accessing and managing these resources.
  • An assessment of ACMS’ institutional capacities and recommendations on the resources and improvements required to operationalize the strategy effectively.

Specific objectives are:

  • To map global, regional, and national funding opportunities aligned with Eswatini's development priorities.
  • To formulate a strategic, sector-sensitive resource mobilization plan with a clear implementation framework.
  • To assess ACMS’ current operational capacity and develop a capacity-building plan (upskilling, systems, and structures) required for effective resource mobilization.
  • To provide practical guidance for integrating new resource mobilization efforts within existing financial and institutional governance frameworks.

The expert’s responsibilities will include, but are not limited to, the following tasks:


1. Funding Landscape Mapping

  • Review and map available funding sources (traditional, non-traditional, innovative finance mechanisms) relevant to Eswatini’s national development priorities.
  • Analyse trends in international, regional, and domestic financing, including emerging opportunities (e.g., blended finance, climate financing, diaspora bonds, SDG financing instruments).
  • Produce a report on findings with actionable recommendations.
2. Development of the Resource Mobilization Strategy (RMS)

  • Develop a comprehensive Resource Mobilization Strategy with:
    • Strategic objectives, targets, and key performance indicators.
    • Include guidelines for adapting the strategy to sector-specific needs.
    • Practical steps/manual/guide for securing traditional and innovative resources.
    • Mechanisms for coordination with line ministries and development partners.
  • Design an implementation plan clearly linking the RMS with the DCP, PFM Act, and broader national development frameworks.
3. ACMS Institutional and Capacity Assessment

  • Assess ACMS’ current institutional and technical capacities to mobilize and manage external resources.
  • Identify capacity gaps (skills, systems, processes) and recommend structural improvements.
  • Propose resource needs and operational systems to implement the strategy.

4. Capacity Building and Training
  • Design and deliver at least two (2) targeted training workshops for ACMS staff:
    • Comprehensive training/unpacking of the strategy and implementation plan to ACMS Staff and other relevant entities/persons.
    • Facilitate workshop focusing on resource mobilization techniques and negotiations with partners.
    • Training on tracking of resources mobilized, impact, and sustainability.
  • Develop toolkits and resource materials for sustained internal capacity building.
