Integration of Digital Payment to Electronic Police Clearance Certificate system

Introduction

Every year more than 15,000 workers from Vanuatu travel to different countries as migrant workers. Police clearance certificate is a mandatory document for anyone willing to join a migrant workers scheme. UNCDF supported the creation of an Electronic Police Clearance System (EPCC) back in 2022 however at that time the payment could not be added. UNCDF is looking for an organization to integrate digital payment to the Electronic Police Clearance System in Vanuatu along with that enhancing the system for reporting, training and creating awareness creation materials for the migrant workers.

Below is a detailed breakdown of the objectives and task:
The specific objectives of this project are: 

  1. Electronic Police Clerance Certificate service a full digital solution with integration of digital payments.  
  1. Create internal capacity within the Police by providing training to the police officials across the country.  
  1. Train the stakeholders like department of labour, migrant worker agents and other stakeholders on using the solution.  
  1. Create awareness materials for the migrant workers regarding the service and support service delivery through a kiosk.   

The RFP seeks proposals from qualifying firms to achieve these objectives Vanuatu.  

 

These activities will result in the following outputs

1.       EPCC with digital payment solution operational.

2.       Enhanced reporting mechanism on digital payment and service uptake status.

3.       Training of the trainers

4.       Training of the Police Officials, migrant worker agents and Department of Labor officials.

5.       Development of audio, video and other awareness materials to be used by the medial team of the Police.

Support service delivery through a kiosk.
