Introduction
Starting in the second quarter of 2025, the EU-GEPP PMU will conduct a series of LGU-specific inception workshops with the DILG and DENR for the second batch of 10 Tier 1 LGUs, which have officially received communication from DILG in March 2025: City of San Carlos (Pangasinan), City of Ilagan (Isabela), City of San Jose Del Monte (Bulacan), City of Bacoor (Cavite), City of Sorsogon, Maasin City (Southern Leyte), Isabela City (Basilan), Cagayan De Oro City, Koronadal City (South Cotabato), and Cotabato City to collect baseline data, identify policy priorities, and solicit stakeholders’ views on priority sectors/actions. Specifically:
1. Rapid assessment of local economy characteristics:
o Major Economic Activities: Identified and documented key economic sectors such as tourism, agriculture, manufacturing, and services.
o Demographic Trends and Income Levels: Examine population growth, age distribution, urbanization rates, migration patterns, income distribution and economic disparities.
o Policy Context: Review existing policies, regulations, and initiatives relevant to green and circular economy.
2. Key sector identification for circular economy interventions
o Based on inputs from LGUs and stakeholders and in consultation with the PMU/DILG, UNDP identified key sectors with significant potential for circular economy interventions covering the entire value chain with attention to both upstream (e.g., raw material sourcing, production processes) and downstream (e.g., product usage/consumption, waste management) opportunities.
It is in this context that UNDP is seeking a service provider to use these baseline analyses (see annex 1 and 2) to conduct Material Flow Analyses (MFAs) for the second batch of ten Tier 1 LGUs to identify priority CE actions to be supported by the project in collaboration with private and CSOs with focus on youth and gender equality.
