The UNDP Strengthening the Electoral Cycle in the Solomon Islands Project (SECSIP) supports the Electoral Commission and other national institutions providing electoral assistance throughout the entire electoral cycle (pre-election; elections/polling and post-election) for the conducting inclusive and credible electoral process. The main partner of the project is SIEC in specific electoral areas. Considering the long-term support of the project, the nature of the support provided and the broader impact of the intervention, the final project beneficiaries is the entire population. This project also has a particular focus to improving women’s political participation and representation.
SECSIP III works towards achieving the overarching outcome of ‘more sustainable and inclusive electoral institutions and practices in support of democratic governance in Solomon Islands’ through the following four outputs:
Output 1: Institutional and Operational Capacities of the Electoral Authorities Strengthened
Output 2: Capacity of national authorities and local networks to provide voter information and awareness and to encourage civic engagement strengthened
Output 3: Legal Electoral Framework Improved
Output 4: Women’s Political Participation and Leadership Around the Country Enhanced.
Context of the required services:
Most recently, the Solomon Islands Electoral Commission (SIEC) organized a joint election for the first time that included 2024 National General Election (NGE), Provincial Assembly Election and Honiara city council elections on 17 April 2024. The process was reported by the observers as free, peaceful and transparent manner. The voter turn-out was estimated at 82.3% of the total number of registered electors. To take stock of the trends and perceptions after the completion of an important electoral process, as well as programming future elections and identifying the weak and strong aspects of the process, the proposed survey is designed to collect quantitative and qualitative data. The collection of relevant data will also contribute to the overall assessment of possible areas that need reforms and legal amendments, providing additional evidence-based data to this process. For this, it is proposed to develop and conduct a survey that will collect data from a predefined group of respondents to gain information and insights into the proposed topics of interest. The survey will have multiple purposes, and the selected research entity will conduct the survey using a scientific based methodology depending on the study’s goal. The data will be obtained and collected using standardized procedures to ensure that each respondent can answer the questions at a level playing field to avoid as much as possible biased opinions that could influence the outcome of the research or study. The process shall involve asking respondents for information through questionnaires, which can be either online or offline.
Scope of Works
The survey design will follow a scientific methodology for sampling determination, survey questionnaire and data collection and analysis. To define the objective, the survey methodology and plan will be in the form of actionable milestones, as well as the sample planned for research. Appropriate distribution method for these samples also must be adopted at the outset. The sample will consist of a series of survey respondents, with required demographic characteristics, who can relevantly answer the survey questions and provide the best insights. Survey data analysis will be used in the process of drawing conclusions from the data collected and the quantitative analysis.
In the conduct of the survey, mixed quantitative and qualitative approaches will be considered, with qualitative data providing additional context and insight into prevailing sentiment across the surveyed populations. In the specific case of Solomon Islands, there are an estimated 481,000 eligible voters and the parameters of this assignment require that the survey draw on a representative sample of this target population. A sampling with a 95% confidence interval and a margin of error (MoE) of 2% to 5% should be considered in the development of the methodology.
The scope of work includes:
· Participate in design of survey, reflecting on methodology, sampling, timelines, field-work related information and logistics.
· Bring survey research experience to bear in providing inputs on question design and methodological and logistical issues for the survey
· Prepare a workplan, describing the process to be followed for data collection, processing and analysis, and the locations of the study.
· Carry out primary data collection and data processing for the survey, through structured interviews and follow-up focus groups
· Provide a training workshop for enumerators,
· Conduct survey utilizing the agreed methodology
· Data analysis and processing.
· Development and production of final survey report
· Provision of statistical analysis,
· Production of graphics, tables and other visual presentation materials
· Participation and conduct of a workshop to present the results of the survey.
Specifically, the assignment will focus on the following main technical areas:
- Periodical and timely elections;
- Elections and democratic consolidation;
- Participation and representation from a gender perspective;
- Inclusive engagement and participation of marginalized groups (women, youth and PWDs);
- Electoral reforms (in the context of future elections);
- Confidence in the electoral management bodies;
- Satisfaction/dissatisfaction with the electoral process;
- Role of media/social media in elections; and
- Electoral supervision and oversight.
