Introduction
The goal of the baseline survey is to measure the conditions (characteristics and practices) of the eligible population prior to the interventions being implemented. The baseline will collect data at the onset of the project to establish the pre-project conditions against which future changes amongst the target population can be measured termed as the project performance for which a comparison can be made and to plan for monitoring and evaluation. The baseline data collection will also serve as the first stage in the assessment and measurement of project attributable changes (outcomes and impacts) by selecting and surveying for the first time the samples of beneficiaries and non-beneficiaries who will be subjects of data collection at baseline, midline, and project completion
The survey will measure the baseline values of project outcome and impact indicators and individual/household characteristics in compliance with the International Fund for Agricultural Development (IFAD)’s Core Outcome Indicator (COI) Measurement Guidelines.
Specific objectives of the baseline study will be:
i. To measure the conditions (characteristics and outcomes) of the eligible population and establish a benchmark before a project begins.
ii. To measure and examine the initial values of outcome and impact indicators targeted by the project.
iii. To generate data that can be used to inform the project and improve outcomes for the target group.
