Introduction
UNDP Viet Nam is looking for 01 qualified consultancy firm/institute/organization to ddevelop national innovation ecosystem master plan, mobilise qualified startups, co-design and implement the incubation program, mentoring services and 1-1 coaching for startups and enhance the collaboration among stakeholders including women and underrepresented groups.
The “Vitalizing the Viet Nam National Innovation Center” project is funded by the government of Japan under the Japanese Supplementary Budget to address significant development challenges in Vietnam's innovation ecosystem, particularly limited access to capital, fragmentation among stakeholders, and a skills gap in critical innovation areas. Despite Viet Nam's rise to 46th in the Global Innovation Index, the country faces barriers that hinder its transition to an innovation-driven economy. These include a decline in financial investments for startups, regulatory complexities, and a lack of cohesive collaboration among government, academia, and industry. Additionally, the workforce faces a shortage of skilled professionals in key areas like technology and engineering, exacerbated by gender disparities in the tech sector.
This TOR seeks services from a national consultancy firm to mobilise qualified startups, design and implement a high-quality incubation program targeting pre-seed, seed-stage startups/businesses, early-stage startups, and grassroot innovators with socially impactful solutions, particularly those led by women. In close collaboration with UNDP and NIC, the consultancy firm will deliver an incubation program including one-on-one mentoring and coaching activities, as well as facilitate investor-investee matchmaking for startups to enhance access to investment. The consultancy firm is also expected to design the national innovation ecosystem masterplan including a policy experiment and a plan to optimize the coordination among stakeholders in the ecosystem in Viet Nam. The firm also helps facilitate connection of stakeholders between Vietnam and Japan involved in the Innovation Challenge to ensure coherence, synergy, and maximum impact of the broader initiative.
This consultancy firm will support UNDP in mobiliseing qualified startups at different stages from pre-seed, seed, early stage and grassroots innovators, delivering a customized incubation program tailored for pre-seed and seed-stage startups and grassroots innovators that offer innovative solutions to social and environmental challenges. This incubation program is a critical component of the broader Innovation Challenge under the "Vitalizing Viet Nam National Innovation Center (NIC)" project. Under the guidance of UNDP, the consultancy firm also helps design the national innovation ecosystem masterplan including a policy experiment, a plan to optimize the coordination among stakeholders in the ecosystem in Viet Nam and Quick assessment of need, challenges, cultural and social barriers to hinder the participation of women-led and underrepresented groups in innovation.
