Project Title: Supply and Installation of Biosafety Level 3 (BSL3) HVAC System at the National TB Reference Laboratory (NTRL), Ministry of Health – South Sudan
Background
The United Nations Development Programme (UNDP) in South Sudan, in close partnership with the Ministry of Health (MoH) and with financial support from the Global Fund, is undertaking critical interventions to strengthen national health infrastructure and disease surveillance systems. A central component of this effort is the enhancement of laboratory capacity to support the diagnosis, treatment, and monitoring of priority diseases, namely Tuberculosis (TB), HIV, and COVID-19.
The National Tuberculosis Reference Laboratory (NTRL), located in Juba, serves as the apex laboratory for TB diagnostics in the country. It plays a crucial role in national disease control efforts through advanced molecular testing, drug resistance monitoring, and research. As South Sudan scales up its response to multi-drug resistant TB (MDR-TB) and emerging infectious diseases, the functionality, safety, and reliability of NTRL become even more critical.
To ensure the facility meets global biosafety and operational standards, there is an urgent need to upgrade the laboratory’s air handling system to Biosafety Level 3 (BSL3) compliance. BSL3 laboratories are designed to safely handle airborne pathogens that pose a significant risk to laboratory personnel and public health if not adequately contained. This includes TB bacteria, particularly MDR and XDR strains.
The scope of this project involves the design review, supply, installation, testing, and commissioning of a BSL3-compliant Heating, Ventilation, and Air Conditioning (HVAC) system. This system must integrate high-efficiency particulate air (HEPA) filtration, pressure differential controls, automated environmental monitoring, and fail-safe mechanisms to ensure containment and biosafety under all operational conditions.
By investing in this critical upgrade, the project contributes to:
· Enhancing the diagnostic capacity and biosafety of the national laboratory system
· Enabling compliance with World Health Organization (WHO) and international biosafety standards
· Protecting laboratory personnel and the broader community from the risk of airborne disease transmission
· Supporting South Sudan’s broader health system strengthening (HSS) agenda under the Global Fund grants
This initiative underscores the joint commitment of UNDP, the Ministry of Health, and the Global Fund to building resilient health infrastructure that can withstand current and future public health threats. The successful implementation of this project will directly impact the country’s ability to manage TB and other infectious diseases through a safer and more capable laboratory environment.
UNDP invites qualified and experienced companies to submit bids for the supply, installation, testing, and commissioning of a BSL3-compliant HVAC system at NTRL, based on the provided design and technical drawings.
Supply and installation of Biosafety Level 3 (BSL3) HVAC System
The bidder is required to review the civil works designs and drawings as a reference when preparing their technical and financial proposals for the supply and installation of the Biosafety Level 3 (BSL-3) HVAC system. The civil works will be carried out by a separate contractor, who will be responsible for completing all necessary preparatory works to support the HVAC system installation within the required timeline. The provided civil drawings are for reference purposes only and should be considered in the planning and coordination of the HVAC implementation.
Payment modalities
· The work is structured into four (4) milestones, as outlined in the Bill of Quantities (BoQ).
· Payments shall be made on a milestone basis, subject to the completion and certification of the corresponding works.
· Following the installation of the HVAC system, an independent certifying body appointed by UNDP South Sudan will be required to commission the system prior to the release of the third (3rd) milestone payment.
· The final (4th) milestone payment, representing 5% of the contract value, shall be made upon successful completion of the 12-month defect liability period.
