Introduction

SCOPE OF TENDER

Following are the main Scope of Work:
  1. Institutional & Regulatory Review in the End of Life (EOL) Management of Solar PV and its balance of system (BOS).
  2. Develop solar waste management toolkits and generate recommendations on standards and guidelines for solar waste handling, collection, transport, storage, reuse, delamination, dismantling, disposal and recycling etc. 
  3. Suggest amendments to existing rules on E-Waste Management, Solid Waste Management (including non-recyclable materials), Hazardous Chemicals, Critical Minerals and any other relevant policies, as necessary for the solar EoL management.
  4. Recommend recycling directives for solar manufacturers by module type (monocrystalline, polycrystalline, thin film, etc.) and condition (recyclable, reusable, landfill), include mechanisms to enforce EPR.
  5. Based on India’s NDC and Lt-LEDS targets, recommend weight-based “bulk recovery” targets for the heavier components such as aluminium and glass, while also recommending “material quotas” for rare earth and critical minerals - short, medium and long-term targets. 
  6. Define the private-public business models, including other fiscal mechanisms to enhance economic viability for solar recycling - justify material recovery for sale at market rates.
  7. Design a GIS-enabled digital tool to support cost-effective, market-driven sub-national solar recycling planning (projections on installations and waste generation will be provided).
  8. Conduct capacity building of both institutional and informal waste management personal on physical separation/delamination at or close to source.
  9. Generate at least one sub-national/regional solar EoL waste mapping report and recycling plan (pilot regions based on criteria such as high solar adoption rates, existing waste management infrastructure, and stakeholder readiness)
