Introduction
Main Objective of the Scope
To contract an international consulting firm or consortium to:

Assess the progress of the implementation of the 2021 NDC (stocktake)
-
Coordinate the development and delivery of NDC 3.0 with a 2035 horizon
-
Provide technical support to the Government of STP with a focus on mitigation, adaptation, and cross-cutting inclusion (gender, youth)
Key Components of the Scope
The selected firm must:

Conduct the 2021 NDC Stocktake
-
Evaluate implemented mitigation and adaptation measures
-
Identify gaps, challenges, and opportunities
-
Address gender, youth, and social inclusion dimensions
-

Develop the Emissions Scenario (BAU)
-
Based on the national GHG inventory (IGEE)
-
Following IPCC guidelines
-

Model and Prioritize Measures
-
Use tools like GACMO and LEAP
-
Rank measures by cost, impact, and feasibility
-
Validate with stakeholders
-

Develop the NDC 3.0 Framework
-
Propose sectors and priority measures
-
Align with national plans (NAP, Decarbonization Plan, etc.)

Draft and Validate the NDC 3.0

Prepare preliminary and final drafts

Facilitate 4 workshops and 1 national roundtable

Deliver the Final Package

Submit in Word, PDF, and a publishable format

Include all technical data, models, and justification
Timeline and Approach

Contract duration: 6 months

Location: São Tomé and Príncipe

Missions: Minimum of 4 in-country missions, including 2 to Príncipe Island
