Description of the Assignment: To provide data-driven insights for the restructuring of Serbia’s FDI promotion framework by analyzing the historical performance of FDI-supported projects and forecasting investment behavior under revised incentive schemes that emphasize value addition, local content, and long-term economic retention. To review the portfolio of FDI projects supported by the Development Agency of Serbia from 2014 to 2024, identify key financial trends—especially indicators of transitory investment—and develop an analytical matrix to assist in ex-ante screening of future FDI applications. The consultant will also prepare a case study with a modelled business plan under the proposed incentive structure targeting high-value manufacturing investments.

Proposal should be submitted directly in the portal no later than indicated deadline.
