Introduction

UNDP Tanzania, in collaboration with the UNDP Africa Sustainable Finance Hub (ASFH), and in partnership with the President’s Office - Regional Administration and Local Government (PO-RALG) conducts the Tanzania SDG Pipeline Builder for Projects with Local Governments as a context relevant application of the UNDP Sustainable Finance Hub (SFH) SDG Pipeline Builder Initiative. It seeks to screen and source SDG-aligned projects, deliver transaction and impact advisory services, offer capacity building support, and broker investment deals.

The Tanzania SDG Pipeline Builder for Projects with Local Governments is part of the INFF Facility project Finance for Development – Unlocking Financing Mechanisms and Investment in Local Government, which provides technical support to pilot local governments by building capacity in sustainable finance management and developing localized financing strategies for them, with concrete suggestions on pathways to effectively mobilise finance for local development priorities.

The intermediary firm will report to UNDP Tanzania’s Programme Specialist, Head of SDG Financing and Investment portfolio, with support from the UNDP Africa Sustainable Finance Hub (ASFH) and other UNDP Tanzania team members as well as strategic guidance by PO-RALG/LGA`s and other key national partners.

The assignment deliverables will be approved by the UNDP Tanzania’s Programme Specialist, Head of SDG Financing and Investment portfolio with support from the ASFH Regional Specialist, Private Finance for the SDGs.

The project pipeline developed by the intermediary firm will be owned by the respective LGAs and SOEs, with the piloted projects serving as a basis for continued engagement beyond the assignment. UNDP will be kept informed on investment brokering efforts and progress on deal closures, including the types and volumes of capital mobilized.

An inception meeting shall take place at the beginning of the assignment. During this inception meeting, the intermediary firm shall endeavor to outline its envisaged approach for this assignment and seek clarifications of any pending issues to ensure a joint understanding of the scope, deliverables, and timeline for the work.
