Introduction

 This tender seeks to engage the services of a firm to conduct the Final Evaluation of UNDF's Pacific Insurance and Climate Adaptation. This evaluation is being conducted in accordance with UNCDF’s commitments under its Evaluation Plan 2022-2025[1] and in line with UNDP’s Evaluation Policy[2] (to which UNCDF is party) which sets out a number of guiding principles and key norms for evaluation in the organization following the Norms and Standards of the United Nations Evaluation Group (UNEG)[3].The objective of the evaluation is to focus on the effectiveness, likely impact and sustainability of the programme to date; it will also revisit the question of relevance/appropriateness of design in comparison - if possible - with other approaches/programmes to address key challenges of financial preparedness of Pacific governments, organizations, communities and households to be more resilient against climate change and natural hazards. Critical to this evaluation is the assessment of the effectiveness, impact and sustainability of the intervention and instruments in promoting inclusive digital economies that support women and men and their families toward financial inclusion, resilience, and equality. 

With this in mind, the evaluation has been designed with the following overall objectives:

·      Allow UNCDF and partners to meet their accountability and learning objectives;

·      Assess the results of the intervention to date (direct and indirect, whether intended or not) across PICAP’s full theory of change;

·     Capture good practices and lessons learned;

·     Inform the adjustments of UNCDF global strategies within the Strategic Framework and the organisational repositioning in line with UNCDF’s mandate;

·      Inform the design of a new programme phase to build on the current programme, including assessing the potential for deploying UNCDF financial instruments (loans, guarantees, grants) as per UNCDFs mandate and governed by the UNCDF supplementary guidelines (reference document to be provided during inception).

The final evaluation is expected to assess the results in a sample of countries in which PICAP has been active, from its first year of implementation.
