Introduction

UNDP Bhutan is seeking proposals from eligible and qualified consulting firms to Update of Bhutan’s Long-Term Low Greenhouse Gas Emission and Climate Resilient Development Strategy (LTS) 2023 in preparation for NDC 3.0 of Bhutan. Please see below the brief scopes key tasks of the assignment. Encourage firms to review the Request for Proposal documents the terms of reference while preparing the proposal.

The scope of this assignment entails updating the Long-Term Low Greenhouse Gas Emission and Climate Resilient Development Strategy (LTS), 2023 through systematic stock take of the LTS 2023, setting objectives, milestones and strategies across sectors to meet the aspirations espoused in the LTS vision, leveraging climate technology transfer and mobilizing investments from public and private sectors.

The key tasks of this assignment are as elaborated below:

A. Revisit the national LTS vision and strategy 2023 taking into account the recent and new developments and policy instruments.

        I.  Review the recent national development strategies/plans/reports such as the 13th Five Year Plan, 21st Century Economic Roadmap, Climate change policy, NAP, BTR1 and other relevant sectoral development goals and plans including major infrastructure and industrial projects and initiatives with an eye on alignment of the updated LTS with the aspirations therein.    

      II.    Review the current LTS, including its assumptions, projections, sectoral pathways, and institutional arrangements.

    III.     Develop and implement a stakeholder engagement plan ensuring inclusivity, just transition and social equity (ministries, private sector, civil society, youth, etc.). 

    IV.     Assess the integration of climate change adaptation in the 2023 LTS, including the sectors covered, the level of ambition, alignment with the National Adaptation Plan (NAP) and Nationally Determined Contribution (NDC).
Identify data gaps related to vulnerability assessments, climate projections, institutional capacity, and planned or implemented adaptation actions.

      V.   Organize (and/or conduct) stakeholder consultation workshops to refine, sharpen and agree on the actions/strategies while ensuring coherence with 13th Five Year Plan, 21st Century Economic Roadmap, Climate change policy, NAP and other relevant national and sectoral development goals, plans, policies and laws.

    VI.    Propose clear objectives, milestones and strategies across key sectors (Industry, Human Settlements and Transport, Agriculture and Livestock, Forest Conservation and Management, Energy, Waste) to meet the aspirations outlined in the LTS vision, applying resource efficiency and circular economy principles aligned to long-term national priorities, in different time slices of 2025 2030, 2035, 2040, 2045, and 2050.

Integrate gender analysis into the LTS update process by identifying gender-differentiated climate impacts, roles, and capacities across sectors. Ensure that proposed strategies and actions are gender-responsive and promote gender equality.

B. Analyze results of all on-going and completed climate-related assessments and propose appropriate enablers/actions/strategies/activities for different time scales, ensuring that environmental and social safeguards are integrated into proposed actions:

Stock take implementation of the LTS 2023 and identify gaps in its implementation through in-depth analysis of all on-going and completed climate related assessments for Bhutan, with more focus on mitigation, building upon the NDC 2.0 stock take report by GIZ.

Identify evolving sectors and propose enablers to facilitate implementation of mitigation and adaptation actions, including emerging technologies and innovative financing mechanisms.    

Based on the identification of key sectors and policies, identify key targets and actions and investment plan for implementing actions across time slices mentioned (See Section II. A.iv)

Conduct a detailed analysis of current and projected emissions from the key sectors, identifying key sources and drivers based on the emission trend. The emission scenario analysis/modelling should clearly provide an overview of the best possible case to the worst case scenario considering SSP1: Sustainability (Taking the Green Road), SSP2: Dynamics as Usual (Middle of the Road) and SSP3: Regional Rivalry (A Rocky Road).

Quantify the immediate and long-term GHG emission reductions and reduced pollution from the identified interventions and policy choices across time slices mentioned (See Section II. A.iv).

Conduct cost benefit analysis of the policies and identify ‘investment ready’ project pipelines considering socio-economic benefits using multi-criteria analysis (such as job creation and improved public health).    

Conduct capacity needs assessment across sectors to implement mitigation and adaptation strategies, including on methodologies used for mitigation and/or adaptation assessments during development of updated LTS, develop action plans for capacity building, and implement key prioritized activities. (Note: a minimum of two training courses of five days each would have to be provided based on stakeholder needs)

Develop or update sectoral adaptation strategies with clear medium- and long-term goals for key sectors such as agriculture, health, water, biodiversity, urban development, and disaster risk reduction. Incorporate transformational adaptation options and nature-based solutions

C. Formulation of the LTS

Carry out stakeholder consultations considering a whole-of-society approach on the long-term strategy for the LTS update.

Update the LTS document.

Organize National Validation Workshop and incorporate inputs by stakeholders to finalize the updated LTS.

Prepare policy briefs and presentation for awareness raising and outreach

Conduct capacity building program in line with the training needs assessment.
