Introduction
UNDP invites proposal for the Engineering Detailed Design Services for Tuvalu Coastal Adaptation Project-Phase 1B. This project aims to reduce the vulnerability of the northern section of the central lagoon shoreline of Fogafale Island, the urban capital of Tuvalu, against the impacts of wave inundation, shoreline erosion, and inundation caused by sea level rise. The funding for the project planning and design phase is provided by the New Zealand's Ministry of Foreign Affairs and Trade (MFAT).
The competent Engineering Design Company shall undertake the following tasks as a minimum:
1. Surveying works. To carry out the required detailed Topographic and Hydrological surveys for the TCAP 1B sites to validate and confirm the previously collected LiDAR data survey is still valid to inform the detailed design and construction planning.
2. Feasibility and Concept Design Assessments Undertake a Feasibility and Options assessment in consultation with the Government of Tuvalu, the Donors and the ESIA company to confirm the basis of design of the TCAP1B reclamation. The assessment will also include a review of the TCAP1 and TCAP1A reclamations to ascertain any lessons learned where possible. Additional technical investigations such as numerical/physical modelling, geotechnical surveys, metocean monitoring, and material quality assessments may be utilised by the Consultant as deemed necessary.
3. Detailed Design and Construction Drawings. The preparation of complete and coordinated detailed designs and draft construction Issue for Tender (IFT) drawings that define the full scope of the works, providing clear technical direction for all civil, structural, mechanical, and electrical components of the project. These deliverables will serve as the basis for tendering and will be the first iteration of the eventual Issued for Construction (IFC) drawings. The Consultant is also to work in conjunction with a client-supplied 3D Animator and Visualization Consultant to develop high-level renderings of the designs for stakeholder dissemination.
4. Preparation of Technical Specifications, Bill of Quantities (BoQ), and Final Cost Estimate. The provision of a comprehensive set of Technical Specifications, a detailed Bill of Quantities (BoQ), and Final Cost Estimates that will form an integral part of the construction tender documentation. These components must be sufficiently detailed and structured to support competitive procurement, ensure clarity during construction implementation, and allow for accurate cost estimation and bid evaluation
5. Pre-construction and Tendering Support Services. The provision of technical assistance and expert support to UNDP during the tendering and pre-construction phase, ensuring that the bidding process is technically sound, responsive to bidder inquiries, and aligned with the design and procurement requirements. The Consultant shall support UNDP through to the award of the contract and the initiation of construction activities.
6. Issuance of Final Construction (IFC) Drawings (subject to Funding availability for the Construction Implementation phase). The provision of assistance and technical expertise will take place after the contract signing with the construction contractor. This support will involve the provision of the Final Issued for Construction (IFC) Drawings to the selected construction contractor and support the implementation phase by offering ongoing technical expertise and assistance in addressing design-related issues that may arise during construction.
