Introduction
Develop Advocacy and Visibility Strategy for OneRegistry initiative .
Sri Lanka's Joint Programme exemplifies this approach. The Joint Programme, named ‘One Registry’, implemented by the United Nations Development Programme (UNDP) and the World Health Organization (WHO) in Sri Lanka, and supported via the UN Sri Lanka SDG Fund, aligns with the Government’s broader digital transformation agenda and strategy, aiming to ensure equitable access to quality public services for all citizens, particularly vulnerable populations, and paves the way for inclusive digital transformation and sustainable development. The OneRegistry project, is being implemented from 2024 – 2027, and is focused on strengthening the country's Civil Registration and Vital Statistics (CRVS) system, which is currently primarily paper-based and has high coverage for birth, death, marriage, and divorce registrations. The project aims to assist the government in their existing efforts to enhance the legal identity ecosystem by digitally strengthening the CRVS system as well as, crucially, promoting interoperability by supporting the process of issuing unique identification numbers at birth. The project also aims to address a critical, foundational piece of Sri Lanka’s broader Digital Public Infrastructure (DPI) efforts.
An important element of the OneRegistry initiative focuses on Upskilling, Advocacy and Awareness. As such, UNDP in Sri Lanka seeks a service provider with a strong traditional and digital media understanding, to help strengthen the advocacy and outreach narrative around the OneRegistry initiative, as well as socialize the importance of a DPI approach in general, its value to this programme and the larger digital transformation ecosystem in the country. To this end, the service provider will develop an advocacy and visibility strategy, which will provide guidance for the longer-term implementation of advocacy and awareness efforts as per the developed strategy.
Objective;
The overall objective of this assignment is to develop the advocacy and visibility strategy of the OneRegistry initiative. To this end, the strategy development includes two key components;
(i) a comprehensive advocacy strategy for the new digitalized CRVS system to be implemented, and
(ii) a visibility and communications strategy for the OneRegistry project.
