Description of the Assignment:  

The assignment is to finalize Lesotho’s Integrated National Financing Strategy (INFS) to support sustainable development and national priorities. The consultant will refine the draft strategy through stakeholder engagement, propose governance and monitoring frameworks, identify and prioritize policy options, and develop a financing roadmap.


Specifically, the exercise objectives are:
  1. Analyse Financing Demand
    Assess the financing needs based on national priorities (e.g., NSDP II, SDGs, NDC, VNR Reports, SDG Investor Map), while identifying vulnerabilities and risks such as fiscal volatility, climate risks, and external dependencies.

  2. Develop the Strategic Framework
    Create the INFS strategic framework—including theory of change, objectives, and pillars—through stakeholder engagement and financing dialogues, integrating risk mitigation, resilience-building, and gender equality.

  3. Design the Implementation Framework
    Propose mechanisms for monitoring, review, coordination, and governance of the INFS, including systems that incorporate gender considerations, early warning indicators, and stress-testing tools.

  4. Formulate the Financing Roadmap
    Develop a roadmap with concrete policy actions, responsible entities, implementation timelines, and cost estimates. Each action should be evaluated for risk sensitivity, resilience, and gender equality impact.

 

Period of assignment :  40 days spread across 4 months


Proposal should be submitted directly in the portal no later than indicated deadline.
