Introduction :

           I.            OBJECTIVES, SCOPE OF WORK, EXPECTED OUTCOMES

Objectives

Empowering Safai Saathis through an inclusive and gender-sensitive social protection support programme by facilitating the following measures:

         i.            Facilitating access to National ID Cards (such as Aadhar, Voter, Ration Card, Caste Certificate, Income Certificate, etc) wherever required to enable access and benefit from the social protection schemes.

        ii.            Linkage of 2200 and at least 2000 Safai Saathis.  with at least 2 Government schemes for Health, Pension, Education, Financial Inclusion, and other Social Security schemes. (At least 50% of the project participants covered under the programme should be women)

Scope of work

The shortlisted partner is expected to perform the following activities as per this ToR:

Deliverable 1: Screening/ baseline survey of the 2200 to 2500 Safai Saathis and verification of information to be submitted in MS Excel or any other relevant format as agreed by UNDP. This includes activities such as:

         i.            Identifying Safai Saathis and the communities for intervention.

        ii.            Providing list of state/ central schemes applicable to safai sathis with details on eligibility criteria, documents required, concern government and other relevant meeting.

      iii.            Mapping eligibility for the Safai Saathis for the scheme linkage.

      iv.            Verifying existing KYC, identity/ address proofs and other key documents of Safai Saathis if available, as per the information provided by them.

 

Deliverable 2: Awareness on rights and entitlements on social protection related schemes for 2200 to 2500  Safai Saathis.

           i.            The mobilized Safai Saathis should be given information through scheme compendium, pamphlets on eligible schemes, documents required, relevant government department, and eligibility criteria through mass and/or door to door awareness approaches.

 

Deliverable 3: Verification/ Preparation/Updation of documents such as national id cards and address proofs required for scheme linkages for 2000 to 2200 Safai Saathis as per the documentation gaps identified in deliverable 1.

           i.            Document preparation of the Safai Saathis such as (Aadhar Card, Ration Card, Voter ID Card, PAN Card, Bank account, Income certificate, Caste Certificate, Birth Certificate, Age Certification, Domicile Certificate) as required for scheme linkage. 

         ii.            Correction/ Updation of National ID and other necessary Documents of Safai Saathis, wherever required, such as correction/ mobile linkage with aadhar /voter id etc.

 

Deliverable 4: Linkage to two social protection schemes per Safai Saathis for2200, at least 2000 Safai Saathis.

         i.            Application process for the Safai Saathis that are eligible for the schemes.

        ii.            Actual linkages with at least 2 government schemes per Safai Saathi should be achieved for atleast 2000 applicants by the end of the year. (At least 50% of the project participants covered under the programme should be women)
