Introduction

UNDP invites proposal for the Provision of Consultancy Services for Social and Environmental Standards (SES) Advisory and Safeguards Support for TCAP Phase 1B. The objective of this assignment is to provide technical consultancy support to ensure that all project interventions under TCAP Phase 1B are developed and implemented in full alignment with the UNDP’s Social and Environmental Standards (SES). This includes identifying risks, assessing associated environmental and social impacts, and formulating appropriate management plans and frameworks highlighting the appropriate mitigation measures. The funding for the project planning and  design phase is provided by the New Zealand's Ministry of Foreign Affairs and Trade (MFAT).

The Company shall undertake the following tasks as a minimum, building on the previous ESIA/ESMP prepared for similar works in Tuvalu, and incorporate the lessons learned and address any identified gaps:

1. Conduct Social and Environmental Screening - Following UNDP's SES, carry out both preliminary (concept stage) and full (development stage) screenings to identify potential environmental and social risks.
2. Undertake Environmental and Social Assessments - Based on the screening outcomes, conduct the necessary gender aware assessments, such as ESIA or other targeted studies. This includes data collection, stakeholder engagement, and review of the analysis of applicable national and SES frameworks.
3. Develop Safeguards Instruments - Prepare the required safeguards documents, including but not limited to Environmental and Social Management Plans (ESMPs), Gender Action Plan (GAP), Stakeholder Engagement Plan (SEP), and Grievance Redress Mechanism (GRM). These instruments must address identified risks and incorporate stakeholder feedback, in line with SES requirements.
