Request for Proposal to Hire a Professional Consultancy Firm to Develop the Papua New Guinea's 7th National Report to the Convention on Biological Diversity (CBD) in Alignment with CBD COP15 Decision 15/6

The UNDP Papua New Guinea Country Office, seeks a qualified consultancy firm to develop Papua New Guinea’s 7th National Report to the Convention on Biological Diversity (CBD). The report must be structured according to Decision 15/6 of COP15, aligning with PNG’s updated NBSAP (2019–2024) and the Kunming-Montreal Global Biodiversity Framework (GBF). The report will consist of five key sections covering the preparation process, the status of the NBSAP, assessments of national and global biodiversity targets, and conclusions on the implementation of the Convention and GBF. The consultancy will include data collection, literature review, and inclusive stakeholder consultations at national and regional levels.

The assignment will require an evidence-based, gender-responsive, and participatory approach, in full compliance with the guidelines outlined in Annex II of Decision 15/6. Consultants must engage with government agencies, Indigenous Peoples, women, youth, and other key stakeholders, building on prior stakeholder mapping exercises. The consultation process for the 7th National Report should be conducted in coordination with the NBSAP 2025–2030 revision process, including four regional workshops and a validation meeting. The consultancy firm will work closely with CEPA, UNDP, the NBSAP Technical Working Group, and other actors to ensure alignment, data consistency, and quality outputs. All reports and data must be submitted electronically in English, following CBD Secretariat guidelines.
