Local Consultancy Firm to provide Expertise in Renewable Energy (EE) and Energy

Introduction

[SCOPE OF TENDER]

The Consultant will;
  1. Identification of Beneficiaries - The consultant will have to support the contracting authority with the identification of MSME’s (20) who will benefit from this programme. The identification will be done through a CfP where all interested MSME’s will be invited to make expressions of interest.  Working with a NGO or longlisting party, the consultant will have to support the evaluation and the establishment of a short list of MSME’s based a set criterion that will be determined by the consultant in collaboration with UNDP and approved by the PSC. At least 40 MSME’s should form part of the long list, and the final beneficiaries should be 20 MSME’s.  Furthermore, the consultant will support the identification and assessment of two (2) NCP’s to also benefit from this initiative.
  2. Selection of beneficiaries - based on a selection criterion that will be pre-determined by this consultant, submitted expression of interest will be evaluated with intention of getting a short list (final beneficiaries). The short listing will be done in collaboration with a NGO that will be contracted by the contracting Authority through a separate process
  3. Assessment of RE and EE needs of beneficiaries - Once the short list of beneficiaries has been established, the consultant is expected to undertake a mission of individually assessing the RE and EE needs of each MSME. In addition to the MSMEs, assessment will also be done for 2 NCPs.  This process will necessitate the physical visitation of the MSME’s and at least 2 NCP’s and will involve conducting mini energy audits of each of the shortlisted MSMEs
  4. Design and costing of identified solutions – once the needs assessment has been completed, the consultant is expected to design, define technical specifications and cost the identified solution in a form of BoQ’s.  The BoQ’s will set the tone for a procurement and installation process.
  5. Supervision of installation process - It is envisaged that the installation will be undertaken by the selected suppliers. The consultant is expected to supervise the installation process until the RE and EE equipment is commissioned for usage.  
  6. MSME Training on RE Systems Operation and Management - This will involve training workshops designed to build MSMEs’ capacity in energy management, system maintenance, and efficient energy use, equipping them with the necessary skills to maximize the impact of their new energy systems. Additionally, the consultant will provide technical assistance, ensuring MSMEs understand how to optimize and sustain their RE and EE solutions for long-term efficiency and cost savings. To foster collaboration and continuous learning, the consultant will also establish knowledge-sharing platforms, enabling MSMEs to exchange insights, experiences, and best practices, creating a network of empowered businesses driving Eswatini’s green transition.
  7. Assessment of the Renewable Energy (RE) and Energy Efficiency (EE) ecosystem to identify key support mechanisms for MSMEs, with strategic recommendations for enhancing business-related renewable energy access and sustainability in the short to medium term.
  8. Monitor the use of the system beyond installation – The Consultant is expected to monitor the use of the RE systems for at least 6 months beyond the installation of the systems and continue to provide technical support where required in the line with the warranty period of the supplies.
