B. Project Description
Since 2014, The United Nations Development Program through its Biodiversity Finance Initiative (BIOFIN) Project, has been supporting the Philippine Government in articulating the financial resources it needs to maintain a healthy biodiversity portfolio in-country. In particular, BIOFIN in collaboration with the Department of Environment and Natural Resources - Biodiversity Management Bureau (DENR-BMB) has conducted the following assessments: 1) Policy and Institutional Review (PIR); 2) Public and Private Biodiversity Expenditure Review (PPBER); 3) Assessment of financial needs (cost and gap analysis of implementing Philippine Biodiversity Strategy and Action Plan (PBSAP). These assessments significantly contributed to the development of a Biodiversity Finance Plan.
Based on insights gained from the results of the three BIOFIN assessments, the finance plan acknowledges the importance of tapping additional financing to support the biodiversity agenda of the Philippines, mainly through its Philippine Biodiversity Strategy and Action Plan (PBSAP). This Plan is cognizant of the parallel challenges that could not be addressed by generating financing alone: thus, the Plan transcends the focus on generating additional resources and also identifies a range of “finance solutions” that leverage finance, fiscal and economic tools and strategies to improve the outcome of biodiversity objectives in the country. Financing solutions include a range of transformative actions: generating more financing to fund the PBSAP or associated planning documents; appropriate attribution of biodiversity expenditures in the budget; attaining cost effective budget execution by eradicating overlaps in biodiversity functions; eradicating expenditures that continue to or aggravate dissipation of biodiversity resources; and paving the groundwork for a responsive policy environment through greater awareness on biodiversity and biodiversity financing and enhancing institutional support towards monitoring of PBSAP.
Ecotourism—defined as responsible travel to natural areas that conserves the environment, sustains the well-being of local people, and involves interpretation and education—has emerged as a critical approach to achieve the triple goals of biodiversity conservation, inclusive development, and climate resilience. When properly planned and implemented, ecotourism can offer sustainable livelihood opportunities, empower women and Indigenous peoples, and help protect ecosystems that mitigate and adapt to climate change.
A series of capacity building activities specifically on ecotourism were provided to the Imparayan Bantay Gubat Association, a peoples organization and local partner of the Protected Area Management Office of Sibalom Natural Park in Antique Province. These trainings covered cultural heritage mapping, product development (development of tour packages, costing and tour-guiding script), organizational and institutional development, branding guidelines, development of a marketing plan, reservation and booking system, development of ecotourism management plan, food and beverage handling and preparation, customer service, homestay and housekeeping and personality development. The set of trainings is intended to be replicated in other similarly-situated protected areas.
The preparation of this module is aligned with the National Ecotourism Strategy and Action Plan which is anchored on sustainable tourism, advocating for ecotourism as the strategy to enhance biodiversity conservation and income generation of protected areas through awareness, experience and education.
C. Scope of Work
The main objective of this assignment is to develop a comprehensive, gender-responsive, and climate-informed training module on ecotourism. The module must promote an integrated understanding of how ecotourism contributes to biodiversity conservation, local economic development, gender equality, and climate change mitigation and adaptation.
The Consultant under the supervision of the Project Manager will develop a module that will include the following:
a) Design the structure and content of the ecotourism module, including learning objectives, key concepts, case studies and exercises. This will also include definition of its specific target audience including minimum qualifications for the target people’s organization/community.
b) Develop content that covers the following thematic areas:
· Definition, principles and key components of ecotourism
· Ecotourism planning and management that includes a) cultural heritage mapping, the process of which should be harmonized with the process done by BMB in the ASEAN Heritage Parks; b) community participation; c) sustainability indicators
· Gender equality and social inclusion in ecotourism (roles of women and indigenous peoples; gender sensitive business development and value chains, strategies for empowering women in ecotourism governance)
· Ecotourism as a tool for climate change mitigation and adaptation (climate-smart practices such as sustainable transport, energy & waste management, enhancing community resilience and environmental stewardship through tourism)
c) Development of biodiversity-friendly tourism products to include the following sub-topics:
· criteria for identification of suitable sites for ecotourism development
· development of tour packages
· costing
· tour-guiding script
· monitoring and evaluation to ensure sustainability
d) Organizational and institutional development including basic bookkeeping
e) Branding guidelines
f) Development of a marketing plan
g) Basics of culinary practices, housekeeping and customer service
The module will contain instructions, exercises, powerpoints and training (pre- and post-test) assessment template/s, as applicable.
h) Modify, revise, and finalize modules
i) Orient National Parks Division and other concerned BMB divisions on the ecotourism module;
j) Submit report/s as may be required by UNDP and BMB
k) Attend relevant project meetings and workshops/exercises.
Qualification
Education
• Bachelor’s degree in History, Education, Social Sciences or other related fields
Experience
• At least two years’ experience in social sciences research or community work related to ecotourism
• Has developed at least 2 training modules related to ecotourism.
