Introduction
Develop and Implement Capacity Building Training on Plastic Waste Management in the Western Province of Sri Lanka.
UNDP Sri Lanka, in collaboration with the Ministry of Provincial Councils and Local Government, is implementing a plastic waste management initiative under the regional programme Management of Plastic Waste and Circular Interventions in South, Southeast Asia, and the Pacific, funded by The Coca-Cola Foundation (TCCF). The project seeks to establish a systemic, inclusive approach to plastic waste management at the Local Authority (LA) level, with a focus on seven LAs in the Colombo district that channel waste to the Karadiyana Waste Management Centre (KWMC).
To ensure the long-term sustainability of these efforts, a comprehensive capacity building and training plan will be developed and implemented, focusing on behavioral change, sustainable consumption, and the adoption of circular economy principles. Ten training and capacity-building programmes will be conducted under this initiative, reaching approximately 1,500 individuals across key stakeholder groups. While digital platforms (such as mobile applications and websites) will be introduced separately to support waste collection and tracking, the focus of this assignment will be on designing and facilitating targeted training programmes. This includes conducting a needs assessment, identifying knowledge and skills gaps, developing practical and inclusive training content, and aligning all activities with national and local waste management policies and priorities. Towards this end, a Contractual Services Company will be recruited to develop and implement these training programmes by working closely with project partners and beneficiaries.
Objective;
The objective of this assignment is to design, develop, and implement a comprehensive capacity-building and training programmes aimed at enhancing the knowledge, skills, and practices of key stakeholders engaged in plastic waste management in selected LAs (Moratuwa, Dehiwala–Mount Lavinia, Sri Jayawardenepura Kotte, Maharagama, Panadura, Kesbewa, Boralegamuwa) in the Western Province of Sri Lanka.
